Starting rates by licensure:


- Without CADC II or III: $25.00/hr unlicensed; $27.00/hr licensed


- With CADC II or III, $27.00/hr unlicensed; $30.00/hr licensed

Bilingual candidates are eligible for an additional $1.50 Bilingual Differential

Position Summary

The primary role of the Housing Program Therapist is to provide comprehensive mental health services and to provide initial assessment of behavioral health and substance use, and make appropriate referrals to outside community providers when needed. This position works closely with the Housing Care Coordinator, Behavioral Health Manager, and Program Director to provide high-quality, low-barrier behavioral health services.

This position can be based in Eugene or Roseburg, but about 2/3 of the work will be with Lane County clients; more than weekly travel is required. Travel time is paid, and agency vehicle may be used when available. 25% of sessions will occur at clients’ homes, with appropriate precautions while COVID-19 restrictions are in place; 25% will be conducted in-person at an HIV Alliance branch office, with appropriate precautions while COVID-19 restrictions are in place; and the other sessions are conducted via Zoom teleconferencing or telephone.

This is a special position created for a 3-year renewable funding from Oregon Health Authority, for a pilot program designed to assist people who are living with HIV and are having difficulty sustaining stable housing. The position may continue beyond the funding if there is enough revenue from billable services.

Essential Responsibilities

Work in close coordination with Housing Care Coordinator to assess the clients’ mental health needs and ensure delivery of needed services and support

Conduct and document comprehensive biopsychosocial behavioral health assessments, including ASAM criteria

Develop Individual Services and Support Plan (ISSP) in collaboration with clients

Refer clients to other psychiatry, behavioral health, substance use, or dual diagnosis programs as appropriate

Provide individual, family or group psychotherapy within the scope of education and training, including services at clients’ homes or at other locations outside HIVA offices

Maintain confidentiality and records in compliance with CFR 42, HIPAA and HIVA policies and standards

Ensure patient comfort while visiting HIV Alliance

Serve as a client advocate and collaborate with other HIVA staff in helping clients get access to funding, benefits, services, and healthcare as needed

Administer outcome measuring tools

Assist with mental health crisis situations during scheduled office hours

Utilize the electronic data systems appropriately

Other duties as assigned

Required Qualifications

Graduate degree (Master’s or Doctorate) in clinical psychology, social work, counseling, or related behavioral health field OR

Professional license (Licensed Psychologist, LPC, LMFT, or LCSW) or qualifications to register as licensure intern AND

Certified Alcohol and Drug Counselor level II or III certification, or equivalent combination of certification, experience, and training, including experience and training working with dual diagnosis clients

Ability to become credentialed by the Coordinated Care Organization (CCO), and Division of Medical Assistance Programs (DMAP) as a Qualified Mental Health Professional (QMHP)

Ability to pass agency criminal background check

Valid Oregon driver’s license, driving record sufficient to be covered by agency auto insurance policy, ability to transport self to job-related events, meetings, and locations

TB test (provided at agency)

While performing the duties of this job, the employee is required

Repetitive use of hands such as grasping, twisting/turning of wrists, and finger dexterity necessary to perform various clerical duties, such as typing and writing.

Frequent use of arms such as pushing and pulling to open and close drawers and cabinets

Ability to sit or stand for extended periods of time at an assigned station

Ability to bend, stand, and reach to move office supplies and paperwork

Continuous clarity of vision at 20 inches or less for processing of paperwork
