Summary:

PKL Services Inc. is a professional services firm focused on Government customers and is seeking a knowledgeable administrative professional to support a military squadron in a General Clerk III (GC III) role to provide administrative services in support of the Commander, Naval Air Forces (CNAF).


A professional services firm focused on Government customers, is seeking a knowledgeable administrative professional to support a military squadron in a General Clerk III role to provide administrative services in support of the Commander, Naval Air Forces (CNAF) FRS & VX Squadron Personnel department at China Lake, CA.


Task and Responsibilities:

  • Follow clearly detailed procedures in performing simple repetitive tasks in the same sequence.
  • Responsibilities include filing pre-coded documents in a chronological file, or operating office equipment, (e.g., mimeograph, photocopy, typewriter, or fax machine).
  • This position uses some subject-matter knowledge and judgment to complete assignments consisting of numerous steps varying in nature and sequence.
  • Selects from alternative methods and refers problems not solvable by adapting or interpreting substantive guides, manuals, or procedures.
  • Be familiar with the terminology of the office environment.
  • Recognize problems and referred them to others.
  • Assists Awards & Correspondence Lead with logging, reviewing, adjusting, and forwarding pieces of correspondence to the proper/ necessary recipient.
  • Assist Awards & Correspondence Lead with drafting, smoothing, and finalizing approved Award documents and packages according to established guidelines and directives.
  • Process, smooth, and route FITREPS/ EVALS according to established Navy guidelines.
  • Distribute command mail in accurate and timely manner according to PII guidelines.
  • General Clerk III may also direct lower-level clerks. Positions above level IV are excluded. Such positions (which may include supervisory responsibility over lower- level clerks) require workers to use a thorough knowledge of an office’s work and routine to: 1) choose among widely varying methods and procedures to process complex transactions; and 2) select or devise steps necessary to complete assignments.

Personnel Administrative Support Services


Performance Objective:

  • The contractor shall ensure routine administrative services are performed efficiently and professionally in accordance with established policies
  • The contractor shall prepare draft award documents and packages according to established guidelines and directives. Once approved, contractor shall finalize documents for distribution.
  • The contractor shall process Fitness Reports/Evaluations (FITREPS/EVALS) for appropriate Navy review according to established guidelines and directives.
  • The contractor shall provide timely mail services to ensure mail is promptly and accurately distributed.

Required education/skills background:

  • High school diploma or equivalent.
  • Must be authorized to work in the United States (U.S.).
  • Preferred minimum two (2) years’ experiences in supervisory or managerial position in a U.S. Navy activity as a uniformed service member, civil servant or contractor employee performing routine Administrative, Personnel Administrative Support Services, or Travel Administrative Support Services duties.
  • Familiarity with one or more of the following systems/processes/functions is desired: Electronic Service Records (ESR), BUPERS Online (BOL), Navy Standard Integrated Personnel System (NSIPS), Fleet Training Management & Planning System (FLTMPS).

Required Work Authorization/Security Clearance:

  • This position is subject to a government security investigation.
  • Requires access to Personally Identifiable Information (PII), unclassified sensitive information, unclassified Department of Defense Information Technology (DoD IT) systems, and the host installation or squadron spaces.
  • Must be able to receive a Government Common Access Card (CAC), access Government systems, and requirements of Department of Defense (DoD) Instruction 1000.13 and SECNAVMAN 5510.30 (series) and SECNAVINST 5211.5 (series) prior to performing administrative services outlined in the PWS.
  • Shall possess and maintain a SECRET or Top Secret/Sensitive Compartmented Information Facility (TS/SCI) Security Clearance.
  • Reliable transportation is necessary to gain access to job site.

Position and Expected Hours of Work:

This is a full-time position. Days and hours of work are Monday-Thursday 9 hours, every other Friday 8 hours. Evening or weekend work may be required as job duties demand. Hours are from 0630-1630 but are subjected to change based on the needs of the squadron. Occasional telework may also be required upon request of the customer or PKL.


Travel:


Five percent (5%) of travel may be required for job-related training attendance.

Job site requires moderate walking and climbing multiple flights of stairs.


Work Environment (ADA):

May be required to work in areas in or near a hangar/ flight line that are noisy at times. May be exposed to discomforts, such as heat, cold and wind. May be required to wear personal protective equipment when in or passing thru a hazardous area.
