Massachusetts’ Office of Medicaid (MassHealth) is seeking a mission driven, detail-orientated individual with demonstrated experience providing functional integration support to fill the role of Functional Coordinator. In this role the selected candidate is responsible for supporting the MassHealth Robotics Processing Automation (RPA) policy and providing functional integration support for agency initiatives by coordinating with business Subject Matter Experts (SME), technical staff, and agency vendors to support the operational implementation of key agency projects.
The incumbent will coordinate with external organizations, vendors, and agency staff to evaluate and report on RPA requests and support SMEs with the upfront requirements gathering process by ensuring access to key requirement documentation tools, supporting related activities, and managing risks, issues, and action items. The Functional Coordinator must also support and facilitate business SME engagement throughout the Systems Development Life Cycle (SDLC) as required.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Monitor and track all incoming Robotics Processing Automation (RPA) requests and supporting documentation received by MassHealth from receipt through final disposition and stabilization monitoring by maintaining the RPA Tracker and storing related e-materials
- Support the evaluation of RPA requests and outreach to organizations to communicate MassHealth’s disposition of the RPA request or monitoring activities
- Monitor approved organizations through implementation and stabilization, and validate compliance with the RPA policy
- Report the status of all RPA requests, dispositions, and related activity monthly in both excel and power point
- Monitor and evaluate “suspected RPA/bot activity” reports from the Virtual Gateway and the Medicaid Management Information System (MMIS); track and outreach to impacted organizations to determine RPA utilization, and report the status of suspected bot activity monthly
- Coordinate with business Subject Matter Experts (SME)s, and technical staff to ensure alignment of business needs between both parties throughout the Systems Development Life Cycle (SDLC) and that key deliverables are met; the SDLC includes the identification and validation of requirements, design, development, testing, implementation, and stabilization of agency project.
- Participate in Joint Application Design (JAD) sessions and the review of Business Requirements Documents (BRD) to ensure schedules are established, timelines are met, and issues are tracked through resolution
- Monitor the status of business requests, key projects, related defects, and change orders through implementation.
- Support the implementation of agency projects by coordinating with SMEs, technical staff, agency vendors, and health plans to identify scope, develop plans & approaches, and support stabilization as required.
- Identify and/or track the status of risks, issues and action items through completion and facilitate related meetings to ensure their resolution.
- Support the development, review, posting, and issuance of communication materials, training documents, and other related materials.
- Support the development and monitoring of project plans, work plans and related activities to ensure timely completion.
- Support the development and/or validation of Trading Partner Testing (TPT) plans, implementation, and stabilization plans (includes contingency plans) to facilitate the implementation of agency projects as required
- Support the development and review of Continuity of Operations Plans (COOP), MMIS job aids, and desk level procedures, as required.
Required Qualifications:
- Demonstrated ability to create and maintain reports and tracking tools using Microsoft Excel; must be proficient in this tool (e.g., pivot tables, formulas)
- Demonstrated experience facilitating or coordinating business activities through the Systems Development Life Cycle (SDLC).
- Proven experience providing functional coordination between business and technical staff across multiple x-functional teams on large scale projects.
- Experience working in the administration of healthcare (e.g., health plan, provider organization, state funded)
- Documented experience in developing and managing project plans for medium to large scale projects that require the delivery of systems functionality.
- Ability to identify, document, monitor and coordinate project risks, issues & activities through resolution across multiple work streams.
- Proven ability to effectively communicate across all levels of an organization (staff level through senior management) and with external partners (e.g., providers, billing agencies) .
- Demonstrated ability to document and present key concepts in a clear concise manner using industry tools (e.g., power point, Excel, Word).
- Experience working in a fast-paced, professional environment
Preferred Qualifications:
- Strong Microsoft Excel experience creating and maintaining reports (e.g., formulas, pivot tables)
- Strong project management, implementation and support experience including tracking issues, scheduling, planning, and facilitating project meetings.
- Experience with functional integration processes and procedures.
