Functional Analyst to support our government client in Portsmouth, VA.

The Functional Analyst shall provide consultative services and support to assess, assist in the development, and assist in the execution of an implementation strategy for C5ISC Service Management Continual Process Improvement (CPI). Apply Service Management best practices strategically to identify “as-is” operational gaps, determine and execute mitigation plans, and align operational tactics to meet strategic objectives.

Duties / Responsibilities:
- Assess the current state of the client’s Service Management structures, capabilities, and resources.
- Identify and prioritize opportunities to mature Service Management implementation.
- Recommend an approach for execution of activities to address deficiencies and continual improvement opportunities.
- Collect data as needed and perform gap analyses and benchmarking to support identification of improvement initiatives.
- Provide recommendations for strategy, design, build, and implementation of Service Management solutions that support organizational goals.
- Provide recommendation for guidance to the USCG and contractor business liaisons, and assistance in Continuous Process Improvement (CPI) business practices, business re-engineering, business process development, liaison, and management services.
- Assist with the design of Service Management policies, concepts, and processes that support service delivery across all DESMF Domains (strategy, design, transition, operations, and continual service improvement)
- Support workshops and create supporting deliverables (process flow diagrams, RACI diagrams, process guides, etc.) as required.
- Provide assistance to the USCG Government Representative regarding Perform Stakeholder Management activities to communicate Service Management strategies and manage concerns and issues.
- Attend and facilitate meetings/briefings, prepare multi-media presentations and brief reference materials as required, update project/program plans and documentation.
- Assist in the review and drafting of documents.
- Assist in the management of project information and CPI deliverables.

- Document assigned CPI deliverables.
- U.S. Citizen.
- Bachelor’s degree.
- Active Public Trust Clearance, or the ability to obtain and maintain one.
- Must have five (5) years in business process, management, or reengineering experience.
- Five (5) years of demonstrated proficient in the following Microsoft applications: Word, Excel, PowerPoint, Outlook, Visio.
- Five (5) years of demonstrated ability to communicate effectively, both orally and in writing.
- Five (5) years of demonstrated ability to conduct detailed research and analysis of technical data.
- COVID-19 vaccination unless an approved medical or religious exemption is granted.
- Certification in Lean Six Sigma and or CMMI.
