GENERAL STATEMENT OF DUTIES
Position performs complex analysis work in various aspects of the Finance Department. Monitors and advises other departments on various aspects of County financial operations. Responsible for preparing assigned regulatory and compliance reports including portions of the Comprehensive Annual Financial Report in addition to reports specific to their respective areas. Maintains reports or subsidiary records to reconcile to general ledger balances. Prepares analyses and schedules in conjunction with projection of available fund balance.

DISTINGUISHING FEATURES OF THE CLASS
An employee in this class demonstrates analytical skills by successfully handling complex issues related to various aspects of Finance. The employee performs analytical work regarding revenues, expenditures and fund balances specific to their respective areas. Prepares reports as required by terms of grants, prepares assigned portion of Comprehensive Annual Financial Report (CAFR), and other reports as required by management. Examples include Indirect Cost Reports, Tourism Authority Financial Statements, the Annual Financial Information Report, the Schedule of Expenditures of Federal and State Financial Awards (SEFSA), capital asset reports and select portions of Official Statements promulgated in connection with bond offerings. May maintain subsidiary records summarizing activity in general ledger accounts and reconcile these records, or subsidiary reports prepared by others, to the balance in related general ledger accounts. Review contracts for compliance with budgetary and statutory as well as policy requirements. Assist in annual fund balance projections through analysis of activity in assigned areas to predict final outcome for fiscal year. The employee exercises independent judgment and discretion in applying and interpreting generally accepted accounting principles, County and Finance policies and provisions of grants or bond indentures. Communicates effectively and independently with employees and management. May work in a lead capacity to plan, direct, and review the work of others inside and outside the department. Work requires frequent and regular contact with customers both inside and outside of direct reporting relationship. Work is performed under the direct supervision of the Financial Planning and Reporting Manager.

Examples of Duties

DUTIES AND RESPONSIBILTIES
Essential Duties and Tasks

  • Assist with preparation of CAFR and SEFSA through completion of specific assignments
  • Monitor expenditures related to certain grants and bond issues to ensure that expenditures are in compliance with governing documents
  • Maintain subsidiary records supporting general ledger accounts such as maintenance of fixed asset system, schedules supporting debt service activity,
  • Reconcile certain schedules/analyses to corresponding general ledger account balance
  • Assist with completion of annual fund balance projections
  • Assist with completion of indirect costs reports
  • Assist in rate setting for Internal Services Fund
  • May review the work of other employees
  • Review contracts related to analyst's area
  • Substitute for certain management level employees in their absence
  • Perform other duties as assigned

Human Services Financial Analyst
  • Monitor grants in Human Service areas (Health Department, Department of Social Services, Child Support Enforcement, Transportation and Animal Services)
  • Maintain detailed analytical work papers finalizing settlements with the grantors
  • Review and approve the monthly 1571 report for Department of Social Services and Child Support Enforcement, and the monthly Public Health expenditure report
  • Analyze Public Health, Social Services, Child Support Enforcement, and other assigned departmental accounts to predict financial outcome at fiscal year-end in conjunction with annual fund balance projections
  • Review contracts relating to Health Department, Department of Social Services, and other assigned departments
  • Prepare portions of CAFR and lead the preparation of the SEFSA

RECRUITMENT STANDARDS
Knowledge, Skills, and Abilities
  • Considerable knowledge of the laws and procedures governing County funds
  • General knowledge of the financial operations of the County and the various funds involved
  • Working knowledge of generally accepted accounting principles
  • Working knowledge of general governmental accounting practices
  • Working knowledge of Excel, Word and Outlook
  • Strong analytical capabilities
  • General knowledge of the operation of the banking system
  • Ability to make accurate mathematical computations and to compile accurate and complete reports
  • Ability to create and maintain subsidiary records (e.g., for tracking bond funds) in Excel
  • Ability to establish and maintain effective working relationships with other employees.

Typical Qualifications

Minimum Qualifications
Graduation from an accredited college or university with a Bachelor's degree with major course work in finance, accounting or business administration AND at least six years of progressive responsible experience in the analysis and maintenance of fiscal records, with emphasis on accounting for grant- or bond-funded expenditures, asset management, federal and state appropriations, and/or cost accounting. Depending on the position's requirements, a current certification as a Certified Public Accountant (CPA) in the State of North Carolina may be required at the time of application. Proficient with Microsoft Office Suite, particularly Excel and Word.

Supplemental Information

Physical Demands
An employee in this position must be able to physically perform the basic life operational functions of kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions. The employee must be able to perform light work exerting up to 10 pounds of force routinely and/or in excess of 20 pounds of force occasionally to lift objects.

Working Conditions

Workspace consists of a normal office environment. No adverse environmental conditions.

May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
