The Facilities Management Team is an integral element of the Business Services and Organizational Excellence team and serves to create, maintain, and continuously improve the William & Mary physical environment to enable excellence in teaching, research, and public service.

Position Summary
The FPDC Project Controls Analyst is responsible for project coordination and project process execution of all physical asset projects, renovations and operations and maintenance, including all fiscal operations and organization during all phases of program development, project process execution from inception to close-out and serves as the systems administration and support for the facilities management units.
This position is responsible for daily accuracy of systems and provides accurate project financial information including budget, expenditure, and commitment data; monitors budget and execution status for all projects; provides project financial analysis/data in a timely manner with the systems of record; and adheres to invoice Prompt Pay Policy on all invoices/requests for payment.
The incumbent applies technical and functional project lifecycle knowledge to assist in the delivery and improvement of facilities applications and works cooperatively with facilities management staff to ensure value-added service and project needs are met in a timely and responsive manner. This involves a combination of systems analysis, data extraction, report generation and problem-solving.
Activities include documenting needs, developing requirements, writing specifications, designing solutions and resolving production problems. Duties require strong interpersonal skills using both written and verbal communication working with administrative and operations customers in the department. This position supports the project management and operations and maintenance teams in all phases of program development and project execution. The position ensures the design and construction process optimizes university program goals, while conforming to the project’s established criteria for scope, cost, schedule, and quality. This position performs policy analysis, interpretation and problem-solving activities that require on-going interaction with all levels of department and university staff.

Required Qualifications
  • Bachelor’s degree in accounting, finance or related fields, and/or combination of training/experience.
  • Knowledge of modern business practices, budgeting, financial and modeling.
  • Demonstrated ability working with a variety of technology and computerized systems.
  • Experience working with a team to develop new processes and procedures based upon changes in laws and regulations or industry practice.
  • Experience with reconciling business systems.
  • Basic understanding of financial systems with an emphasis on transactional detail.
  • Experience with Project Cost Accounting systems.
  • Supports project managers fully in budgeting, forecasting and analysis of actuals.
  • Cost recording, monitoring and reporting in compliance to applicable standards.
  • Demonstrated skill to independently analyze situations, interpret data, define problems and/or objectives, identify relevant factors, and formulate logical conclusions and recommendations.
  • Detail-oriented with exceptional analytical, organizational and time management skills
  • Strong interpersonal, oral and written communication skills.
  • Knowledge of modern business administration and finance practices for the creation, control, and archiving of contract documentation.
  • Proficiency on Microsoft Office programs.

Preferred Qualifications
  • Extensive experience in business and finance preferred.
  • Knowledge of Banner and MS Office.

Advertised Pay Range
Up to $65,000, commensurate with experience.

The incumbent is expected to exercise initiative in anticipating financial and budgetary issues, identify potential solutions and prioritize workload to accomplish the assigned tasks in time to meet suspense dates. The position may occasionally require overtime.
