FINANCIAL ANALYST
FINANCE DEPARTMENT

Starting Salary / Salary Range: $ 57,793.02 - $71,692.25

JOB DESCRIPTION: The purpose of this position is to provide support in the areas of Financial Analysis, Reporting and Risk Management while being responsible for the management, completion and implementation of special projects for the Finance department, management and documentation of department policies and procedures and assisting in the preparation of external and internal audits. Work is performed under the supervision of the Assistant Director of Finance.

• Perform the analysis of fund balance sheets, revenues and expenditures, for the preparation of the

County’s Annual Comprehensive Financial Report.

• Perform duties of Financial Reporting Manager during absences.

• Prepares Inmate Health Claim reconciliation, COBRA billing statements and reconciliation for the Risk

Manager.

• Prepares and submits eligible cost reports and claim data, such as invoices, payroll and benefits information, for FEMA emergency reimbursements and ensures compliance with FEMA regulations.

• Reconciles all Finance Department bank account and credit card accounts.

• Close fiscal periods in MUNIS accounting software and generate period-end reports.

• Analyzes annual budgets, fiscal policies, fiscal programs, organizational productivity and efficiency and budget administration.

• Reviews, maintains, and updates department policies and procedures and ensures documentation is current and accurate. Recommends changes to policies and procedures.

• Implements changes in the county’s ERP system to modify system utilization and utilize new modules in Munis.

• Examines, analyzes and verifies accounting, financial and operating data and records. Reviews and analyzes all capital outlay expenses.

• Performs special analysis and studies financial documentation and prepares related report of findings.

• Preparation of annual 1099 tax statements including review of vendor W-9 forms.

• Preparation of unclaimed property reports filed with the Missouri State Treasurer.

• Perform monthly reconciliation of County bank account service fees to assure compliance with the

County’s Banking Service contract.

• Assists in the preparation of annual 1095 tax statements including review of medical insurance eligibility requirements.

• Performs health claims analysis as reported by the County’s health insurance contract providers.

• Manage special projects as assigned by the Assistant Director.

REQUIREMENTS:

• Education
• Bachelor's degree in Public Administration, Business Administration, Accounting, Finance or related field.
• Master's degree preferred.
• Job Experience
• 5 years of experience of financial analysis experience.
