FINANCE AND BUDGET ANALYST I

The City of Elk Grove is seeking a highly motivated, organized, and experienced financial professional to join our Finance Department! This position will be responsible for performing a broad and multidimensional range of complex financial analyses including budget analysis, debt management, special tax assessment, impact fee program administration, cost allocation analysis, and special projects. The ideal candidate will have a solid background in financial analysis with creative and collaborative skills to work both independently and within cross-department teams.

This position is perfect for the financial professional who seeks to contribute their financial expertise to serve some of the City’s most exciting upcoming projects! The ideal candidate will have excellent written and verbal skills to communicate effectively with internal staff and external agencies, providing transparent and measurable recommendations to the public, the City’s management team and City Council.

Representative Duties

Under general supervision, performs a variety of highly responsible professional level support activities in the Finance Department including those requiring a significant level of expertise in a specific area such as City-wide budgeting; financial analysis, asset management, procurement, department fiscal responsibility, special tax assessment and/or fee program administration and grant administration; performs a variety of special projects, research studies, budget analysis, and other specialized functions; prepares various reports to improve the efficiency and effectiveness of City operations; and coordinates assigned activities with other departments, divisions, outside agencies, and the general public on behalf of the City Manager’s Office.


FINANCE (BUDGET) ANALYST I
is the entry-level classification in the professional Finance and Budget Analyst series. Initially under supervision, incumbents perform more routine assigned tasks while learning related policies, procedures and specific techniques related to the management of processes and projects having a significant impact on City operations and/or the City’s budget function. Finance and Budget Analyst I is distinguished from the Finance and Budget Analyst II classification by the level of supervision and performance of less than the full range of duties assigned to the Finance and Budget Analyst II. The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
  • Performs a variety of professional level research, administrative, operational, financial, budgetary, and analytical duties in support of assigned programs, projects and functions with a significant impact to City operations and activities; performs duties in support of various administrative operations and activities in the City Manager’s Office including special projects, research studies, budget analysis, and other specialized functions.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for assigned functions and program areas; researches, implements, and administers policies, procedures, and changing business practices and processes for assigned area; coordinates, structures, and oversees ongoing or special programs as assigned.
  • Conducts or participates in studies of new and existing programs and special projects; researches and analyzes program structure, technical data, and fiscal impact to determine feasibility, resolve problems, and increase efficiency; consults with City personnel and outside agencies; develops recommendations.
  • Prepares and presents comprehensive technical, administrative, and financial analytical and statistical reports that present and interpret data, identify alternatives, and present and justify conclusions, forecasts, and recommendations based on data summaries and other findings.
  • Reviews and analyzes City budget requests; evaluates needs and priorities; prepares and maintains mid-year and annual budget instructions and other documents; makes recommendations to the Budget Manager.
  • Participates in coordinating the City budget process, including preparation of the budget manual, development of schedules, worksheets and exhibits; monitors interdepartmental cost allocation and actual expenditures.
  • Prepares fund summaries for use in preparation of the City’s annual budget, mid-year review, and year end summary; analyzes and recommends budget funding levels and determines impact of programs, cost proposals, and related matters.
  • Monitors departmental revenues and expenditures to ensure compliance with City policies and procedures, state and federal requirements and related guidelines.
  • Provides ongoing assistance and training to departments in resolving budgetary issues to improve budget management functions in areas such as data and information processing systems and organizational processes and procedures; trains staff on City budgetary process.
  • Negotiates, administers and monitors contracts; ensures compliance with City policies and pertinent laws, regulations and ordinances; assists with the selection and management of consultants and contractors.
  • Analyzes federal, state, and local legislative proposals for impact on City operations.
  • Provides staff assistance to management staff; represents the City Manager’s Office on and provides staff support to a variety of committees and board as well as external organizations and agencies and the general public; serves on various committees and task forces.
  • Prepares and presents staff reports and presentations at various City Council, commission/board, and other governmental meetings.
  • Prepares a variety of correspondence, public outreach and informational materials including newsletters and brochures.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the fields of business and public administration and issues related to area of assignment.
  • Responds to and resolves difficult and sensitive citizen complaints and inquiries.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:
A Bachelor's degree from an accredited college or university with major coursework in accounting, finance, public administration, business administration, or related field.

Experience:

Two years of increasingly responsible experience performing complex financial analysis, revenue and cash forecasting, preferably in a governmental agency.
