Culmen International is seeking a Financial Analyst to support a Department of State contract, the Global Antiterrorism Assistance Program. This program builds law enforcement capacity in key partner nations.

The Financial Analyst is responsible for programmatic financial actions and shall apply knowledge of general business and accounting principles to the program operation and lead financial activities.

This position is contingent upon program award***

Primary Responsibilities Include but they are not limited to:

· Managing financial aspects of the program; to include at a minimum, preparing price/quote proposals, crafting modifications, reconciliations, reviewing incoming and outgoing invoicing, analyzing cash flow, and ensuring contract fiscal compliance.

· Ability to communicate with colleagues effectively and diplomatically, customer representatives, vendors, independent contractors.

· Review of invoices and payments, monitoring funds, and crafting modifications.

· Monitoring and analyzing changes in contracts and projects to determine effects on costs.

· Producing intermittent, monthly, or contractually required financial reports.

· Providing guidance on policies and practices for contracts and fiscal management.

· Developing or improving upon metrics and tracking program performance.

· Reviewing invoices for compliance with contract terms, pricing and allowability.

· Responsibility for reviewing small business subcontractor’s incoming invoices and purchase orders for compliance and correctness.

· Responsibility for closing out each task order; which will include ensuring accurate record keeping, timely payment of facilitators and subcontractors, accurate customer billing, and reconciling incoming and outgoing payments.

Basic Qualifications:

· Knowledge, skills, and abilities related to U.S. Government financial and accounting practices and principles.

· Excellent written and verbal communication skills, with a willingness and ability to exercise good judgement and tact.

· Proficiency with Microsoft Office Suite and possession of advanced MS Excel skills.

· Excellent time management skills and ability to multi-task and manage multiple deadlines.

· Experience with Costpoint Project Module is desired.

Required Training:

· Accounting Training Diploma combined with Government contracting experience.

Preferred Training and/or Education:

· B.A./B.S. Degree in Accounting, Finance, and/or equivalent related experience

· CPA and/or MBA

Pay: $70,000.00 - $90,000.00 per year
