Job Summary

The Minnesota Department of Veterans Affairs (MDVA) has an exciting Statutory Unclassified opportunity per Minnesota Statutes 43A.08, Subd. 1(3), as the Senior Administrative Officer.

This position exists to support the Commissioner and Deputy Commissioners in the overall administration of a cabinet level State agency and serve as the Senior Administrative Officer in the pursuit of the agency mission and vision. The incumbent will manage high profile agency initiatives and be a liaison to internal and external contacts (including the Governor’s Office and other agencies), the media, and others, as needed.

The incumbent must provide general managerial supervision and integration to the agency wide administrative functions including Communications/Public Relations; Finance; Human Resources; Legal; Legislative Affairs; Property, Construction Continuity of Operations (COOP), and Safety; Strategic Planning; Diversity, Equity and Inclusion; and Internal Controls and Policy.

Minimum Qualifications

To qualify for this position, applicants must have extensive experience in strategic planning and public policy sufficient to design and implement policies related to the agency strategic objectives to achieve its mission. Experience must demonstrate:

  • Veteran of the United States Armed Forces.
  • Bachelor’s degree in a related field.
  • Experience leading cross functional teams.
  • Broad knowledge with state and federal laws, and the ability to analyze and interpret laws, rules and regulations related to state and federal policy.
  • Knowledge and experience with strategic planning, public policy and administrative principles.
  • Advanced human relations skills to build collaboration, teamwork, and consensus with a variety of stakeholders.
  • Demonstrated problem solving skills, and the ability to manage multiple complex situations.

Preferred Qualifications

  • Public speaking and/or group facilitation experience, sufficient to develop and deliver presentations to broad, diverse audiences.
  • Broad understanding of current Veterans issues and trends that affect services, programming or policies of interest and importance to the Veterans/families of the State of Minnesota.

This position requires successful completion of the following:

  • A Minnesota Department of Human Services (DHS) background check will be conducted on all finalists for this position. Finalists must pass the DHS background check
