Department Overview

OHSU Family Medicine at Richmond (FMR) clinic, a Federally Qualified Health Center (FQHC), is a unique organization providing comprehensive holistic healthcare embedded within the Family Medicine Department (DFM) at Oregon Health and Sciences University (OHSU) an academic medical facility, to an underserved population in the Portland Metropolitan area. The Family Medicine at Richmond Executive Director is responsible for the overall leadership, operations and performance of OHSU FMR clinic.

Guided by FMR, DFM and OHSU’s mission and values, Strategic Plans, and the bylaws and policies set forth by the co-applicant the community Board of Directors for FMR and OHSU, the Executive Director is the steward of the culture of the organization and ensures the development of organizational capability including teams and individuals, along with people, roles, structure and processes.

The Executive Director works in a team-based model of care. They will provide leadership for the development, implementation, management and evaluation of all clinical, operational and financial plans and activities for OHSU FMR, while ensuring compliance with regulatory requirements.

The Executive Director has a direct relationship with the FMR Board of Directors, DFM and OHSU, and diligently establishes and builds collaborative relationships with external professional and community stakeholders.

Working with the FMR Board of Directors, DFM, OHSU and the FMR Leadership Team, the Executive Director will envision, develop and implement the FMR strategic plan that meets the needs of patients through fiscally sustainable programs and services within the Federally Qualified Health Center (FQHC).

The Executive Director remains aware of current primary care trends, realize ongoing healthcare transformation within the clinic and understand current environmental and governmental factors that impact the delivery of care. They will maintain a financially viable budget and achieve fiscal operating results as approved by OHSU, DFM and the FMR Board of Directors.

The Executive Director reports to the FMR Board of Directors, and also a dotted-line to the Chair of the Department of Family Medicine as director of an operation that includes supervision of approximately (155) people (direct and indirect), and stewardship of a budget of ($26) million that encompasses three clinics.

Function/Duties of Position

Job Functions: Mission and values:
The Executive Director will support of the mission, vision and values of FMR, DFM and OHSU. They will work to build an inclusive, culturally aware and sensitive workplace that incorporates principles of diversity, equity, inclusion, social determinants and social justice in alignment with OHSU principles and values.
They will work with clinical faculty, clinical staff and others to ensure a positive, caring and safe workplace that promotes whole person care with an emphasis on service excellence. They promote a culture of responsiveness to customer/patient needs and internal accountability among FMR faculty and staff.

Oversight and Relationships:
The Executive Director will maintain strong, effective relationships with all stakeholders, which includes: local and regional influencers in the health and social services environment, donors, information sources, city, county and state representatives, key corporations and foundations, and federal organizations. They will act as liaison to FMR department, HR, OHSU and partners.
They will support FMR leadership (Practice Manager, Medical Director, Managers, Supervisors) in staffing related issues, including developing staffing plans and productivity targets, hiring, training, career development, evaluation, and supervision of FMR staff, faculty and learners. They will have oversight of the FMR leadership team and reviews their plans and timelines. They will also oversee the Continuous Quality Improvement Program.

HR:
In collaboration with OHSU HR Business partner and FMR leadership team, they will manage all FMR human resources activities and approves all significant HR actions in accordance with OHSU policies and labor agreements.
They will ensure annual performance reviews are conducted and ensure staff are provided with ongoing training and professional staff development. They will conduct annual performance reviews for director reports and approves goals for the next review cycle.

Finance:
The Executive Director will ensure the maintenance of an effective accounting system for income and expenditures as required by OHSU, federal, state and local governing bodies. They will oversee adherence to the standards of funding agencies and grant providers.
They oversee financial performance of the Chief Financial Officer (CFO) at FMR, including budgets, billing and collections. They will work with FMR board, DFM and OHSU around billing, budgets, reporting (monthly, quarterly and annually, grant status and key indicators), expense approval, faculty compensation and other finanical areas as needed. They will review and approve the annual report and other key documents prior to distribution and approval of the FMR board. They will oversee long term financial planning to assure the long-term financial health and sustainability of the organization. They will prepare an annual operating plan consistent with the Strategic Plan that includes the scope, budget, and timing of projects. They will lead efforts to position FMR for optimal reimbursement opportunities that reinforce improvements to the primary care delivery model that contribute strongly to achievement of the Quadruple Aim of health care reform.
The Executive Director will actively seek fundraising opportunities through grants, gifts and partnerships to support FMR operations and activities. They will attend fundraisers and donor, volunteer and grantor events on behalf of the organization.

Contracts
The Executive Director will negotiate, write, assist and execute Memo of Understandings (MOU) and other contracts on behalf of FMR in-conjunction with DFM and OHSU contacting office.

Policies and Procedures:
The Executive Director will work with the FMR Board, DFM and OHSU on approval of policies and procedures as applicable, consistent with the terms of the Co-Applicant Agreement. They will ensure compliance to financial, human resources, healthcare and general policies approved by OHSU, DFM and FMR and uses these policies when making decisions.

Compliance:
The Executive Director will ensure that all applicable laws, regulations, and review agency standards are met (including but not limited to: BPHC, DNV, technology standards and state, local and federal requirements) for FMR operations and follow best practices. They understand and comply with the Code of Conduct, OHSU, Health Care System and departmental policies and procedures, Risk Management, Patient Safety plans and applicable rules, regulations and laws including the reporting and escalation process. They will maintain the highest degree of confidentiality of organization information, patient records and information, especially infection control and HIPAA. They will ensure patient privacy within the limits of the clinic environment.

Strategic Planning:
The Executive Director will develop, implement, and monitor FMR’s strategic plans, goals, objectives, and budgets in conjunction with FMR leadership team, staff and faculty and FMR Board. They will report to key stakeholders on the performance toward achieving goals and objectives and action items to meet goals if they are off track. The Executive Director will evaluate quality and cost-effectiveness of all FMR programs and services. They will develop and implement marketing, advertising and promotional activities to meet goals outlined in the health care and business plans, as well as the strategic plan.

FQHC Requirements:
The Executive Director will lead development and submission of periodic grant applications to HRSA/BPHC to assure continued funding of FMR as an FQHC. They will maintain good working relationship with the assigned federal project officer. They will ensure compliance with Federal FQHC regulations, core HRSA requirements and ensure preparation and completion for regular HRSA Operational Site Visits. They will ensure adherence to PCMH standards of practice and CMS requirements (among others).

They will act as ex-officio, non-voting member of FMR Board. They will provide leadership in facilitating work of the FMR Board, by preparing and presenting monthly reports to the Board, and assisting Board in performing its responsibilities as outlined in its Bylaws and federal expectations. They will ensure that all meetings of the Board and its committees are appropriately staffed and documented and that records are kept in accordance with Bylaws and relevant regulations.

They will represent FMR to government agencies, associations and general public. They will actively seek opportunities to collaborate and communicate with other community health centers and community agencies to achieve FMR's mission and goals, and for professional development. Acts as a leader in advocacy to influence public policy on federal, state and local issues relating to community health centers and health care. Builds collaborative partnerships with health care and service organizations serving the health center’s patient population, seeking and exploring opportunities to work together for the benefit of the community and the organization.

Travels within the US to attend meetings, trainings, conferences and regulatory updates. Performs other duties as requested by the Board of Directors and OHSU.

Reporting structure:
The Executive Director will report to the FMR Board and maintain a dotted-line relationship with the OHSU Chair of Family Medicine.

Required Qualifications

Education:

  • Bachelor’s degree required

Experience:

  • A minimum of 6 years managing a large staff in a healthcare nonprofit matrixed organization such as a community clinic, hospital, or managed care organization.
  • Two years direct supervisory experience required.
  • Works well with persons from diverse backgrounds and lifestyles, including the underserved, low income, immigrants, and homeless population that FMR serves. Demonstrates compassion and empathy and is non-judgmental in serving the FMR Community.
  • Demonstrated ability in fiscal management and healthcare finance.
  • Current knowledge of public health care services and administrative practices, including in depth understanding of Federal/State funding entities (HHS/HRSA, OSHPD, JCAHO), as well as, grants and certification programs, HRSA FQHC requirements, Medicaid/Medicare reimbursement strategies for FQHCs and budget preparation, financial records, monitoring and meeting required deadlines.
  • Experience working collaboratively and effectively with Boards of Directors.

Preferred Qualifications

  • A Master’s degree in health care administration, finance, social service administration, clinical administration, or public administration from an accredited college or university is highly desirable.
  • Open to those with clinical education: MD/DO/PA/NP/RN
  • 2-5 years’ experience with a Federally Qualified Health Center (FQHC) is strongly preferred.
  • Track record of effective change leadership in significant aspects of primary care delivery.
  • Clinical practice experience welcome and not required
  • Experience with government grants, grant writing, and capital campaigns is preferred.
  • Preferred academic medical center experience.
  • Able to plan, develop, implement, and evaluate clinical programs through a management team.
  • Able to work effectively in a matrix organization, with accountability to multiple parties.

  • Monday - Friday 8:00 a.m. - 5:00 p.m with some weekends and evenings required (clinic is open extended hours).
  • Must have the ability to commute around the Portland area, State of Oregon and US for meetings and trainings.

  • May be required at any facility as needed
