The Norfolk Redevelopment and Housing Authority (NRHA) seeks an experienced, innovative, and dynamic professional for the position of Executive Director to lead affordable housing initiatives, projects, and programs in the city of Norfolk, Virginia.

Founded in 1940, NRHA is an award-winning public housing authority with an exceptional record of obtaining private investment partners, improving low-income public housing, planning and building mixed-income communities, and offering resident economic independence programs. We create effective and innovative programs to serve the residents of Norfolk. NRHA administers 2544 low-income public housing/project-based voucher units plus an additional 350 units in Norfolk’s Broad Creek mixed-income community. NRHA is allocated 4,150 federal housing vouchers and 56 state residential assistance program (SRAP) vouchers for rental assistance. In 2019 the U.S. Department of Housing and Urban Development (HUD) awarded NRHA and the City of Norfolk a $30 million Choice Neighborhoods Initiative (CNI) implementation grant both in support of the physical transformation of the Tidewater Gardens public housing community in downtown Norfolk and to address resident needs and neighborhood distress in the surrounding Greater St. Paul’s area.

NRHA’s Executive Director guides an organization of approximately 263 staff members and with a $114 million budget. The position establishes and communicates NRHA’s strategic vision, leads the development of division objectives and strategies, leads key Authority initiatives, oversees financial and resource acquisition efforts, establishes public and private partnerships, monitors and maintains effective and efficient organization operations, maintains a productive and inclusive work culture, and represents the organization before the public, government entities, and other parties. The Executive Director also serves as Secretary to the NRHA Board of Commissioners, a city government-appointed body to whom the Director reports.

The ideal candidate will have a master's degree in urban planning, public administration, business administration, or a related field, and at least 10 years of experience in the public housing and redevelopment operations. Equivalent combinations of education and experience will be considered.
