Salary Grade: NC 14 Salary Range: $47,959 – $83,928
The primary purpose of this position is to ensure that federally listed Threatened and Endangered (T&E) species associated with transportation projects are properly accounted for and that any impacts to those resources are avoided, minimized, and/or mitigated for where possible. This position is also responsible for various tasks associated with the BSG Aquatics Program including but not limited to project oversight and coordination; field work including habitat assessments, in-water surveys, and water sampling; Section 7 coordination through both informal and formal consultations; and consultant oversight and coordination. Additional tasks will include environmental document reviews and assistance to others which could involve T&E habitat assessments and surveys, inventories of NCDOT conservation and roadside population sites, and guidance to engineers and managers statewide charged with making critical transportation decisions.
The position will coordinate with private engineering firms and evaluate their work for completeness and technical accuracy, review and approve scopes of work, estimate labor and costs, negotiate fees, and process invoices.
Duties also include participating in project team meetings, coordinating as necessary with project teams and the 14 Transportation Divisions to ensure natural resource investigations are conducted in compliance with applicable laws, NCDOT policy and in keeping with project schedules.
The position is required to work very independently while interacting with engineers, project managers and regulatory agencies to collect, evaluate, analyze, and tabulate data for inclusion into project environmental documents and permits. This position will perform other tasks and assignments as required by NCDOT management.

Knowledge of the principles of natural and environmental science as they apply to transportation planning, environmental assessment, and the relationship between highway development and surrounding ecosystems.- Experience with techniques and methods employed in conducting ecological field inventories, biological habitat assessments, protected species surveys, and related consultations.
- Knowledge of federal and state environmental laws and regulatory requirements - NEPA/SEPA, Clean Water Act, and Endangered Species Act.
- Knowledge of ESRI ArcGIS Software including ArcCatalog, ArcMap, ArcGIS Online, or other web mapping service as well as Trimble GPS Units and associated desktop software.
- Demonstrated ability to solve problems, resolve conflicts, apply critical thinking to complex environmental issues, and effectively communicate complex and technical information in writing and verbally to a varied audience.
Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and two years of experience related to the area of assignment; or an equivalent combination of education and experience.
