POSITION TITLE: ENVIRONMENTAL SCIENTIST I or II (Exempt)
PAY GRADE: 117
PAY RANGE: Min $56,224 to $67,468 Annually D.O.Q (Depends on Qualifications)
HOURS: Monday - Thursday, 6:00 a.m. to 4:30 p.m.
Position is open until filled.
MINIMUM QUALIFICATIONS:
Environmental Scientist I: Graduation from an accredited (4) four-year college or university with a major course in environmental or civil engineering, the natural sciences or a related field and (2) two years of environmental experience.
Environmental Scientist II: Graduation from an accredited (4) four-year college or university with a bachelor’s degree and major course in environmental or civil engineering, geology, the natural sciences or a related field and (4) four years of environmental experience.
In addition, possess a Restricted Use Pesticide Application license in aquatics or obtain within six (6) months of employment.
Knowledge of supervisory and leadership best management practices.
Must also possess the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100 within 90 days of employment. There may be additional NIMS required, which will be scheduled by your supervisor.
Possess and maintain a valid Florida Driver's License.
PREFERRED QUALIFICATIONS:
Experience with Central Florida lakes and aquatic flora and fauna.
Experience with motorized boat operation, including towing and launching.
Proficiency with ArcGIS software.

PURPOSE OF POSITION:
Performs a variety of professional and supervisory duties relative to project management, program administration and coordination related to compliance with the City's municipal stormwater permit and other similar regulatory compliance efforts. In addition, performs a variety of technical and administrative duties in the maintenance and preservation (or protection) of wetlands, City lakes, canals and provide input and coordination relative to the City’s stormwater system, to include operation of an herbicidal program and management of the Stormwater Lakes Management Plan (SLMP). Work assignments are performed independently requiring skill and experience in environmental permitting and regulatory compliance programs and are reviewed by the Public Works Director or assigned designee.
This position is considered an emergency/disaster position. During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and/or disasters of any kind, notwithstanding any other commitments the employee may have and be able perform emergency services duties, as assigned.
ESSENTIAL JOB FUNCTIONS:
Plans and coordinates the National Pollutant Discharge Elimination System (NPDES) compliance program for the City. This includes compliance inspections, investigations and enforcement activities. It also includes maintenance of accurate, clear, and concise records for the NPDES database and monitoring and tracking of compliance activities by all divisions and departments.
Conducts education programs for owners of lake and non-lakefront property, visitors, and students covering the causes, prevention, and effects of water pollution.
Assist in review of private development plans, specs, construction projects, City designs, and construction projects for stormwater and lakes program compliance.

Coordinates the herbicidal program on all City lakes with the City of Winter Park, City of Eatonville, Seminole County, Orange County, and Florida Fish and Wildlife Conservation Commission.
Coordinates contracted water quality analysis of all surface waters.
Investigates and recommends resolution of all lakes related complaints by Maitland property owners.
Perform project management duties and functions for Lakes Management CIP projects.
Administers, supervises and tracks regulatory and compliance issues for stormwater and lakes management programs. This includes all necessary city reports for State and Federal entities.
Investigates and reports on specific environmental problems.
Perform ERU calculations for stormwater at new residences and businesses and provide to Utility Billing for Environmental Utility Fee processing.
Coordinates re-vegetation of city lakes to improve attractiveness and provide improved habitat, increased biodiversity, erosion control, and pollutant filtration.
Coordinates with for the Florida Fish and Wildlife Conservation Commission, Code Enforcement Division, and the City Magistrate for the enforcement of non-compliant aquatic weed removal and re-vegetation.
Works with the Building Official in reviewing and approving the construction of boat docks, gazebos, or any other structure proposed along the shoreline of lakes, canals, wetlands, and other water bodies.
Coordinates for spraying and joint stormwater/lakes projects.
Responsible for reviewing and approving Shoreline Alteration Permit applications.
Responsible for delineating and reviewing the wetland boundaries of public and private property.
Prepares and administers the approved lakes management budget.
Maintains current knowledge on all regulatory matter governing aquatic herbicides.
Coordinates with the Florida Department of Environmental Protection to comply with Total Maximum Daily Loads, Basin Management Action Plans, Numeric Nutrient Criteria, and other regulatory standards.
Develop and provide training for City staff on the selection and proper use of BMP’s, detection of illicit discharges, review of construction plans, Operation and Maintenance (O&M) Plans, and Stormwater Pollution Prevention Plan.
Prepares a variety of studies, reports and related information for decision-making purposes. Develops, coordinates and manages environmental compliance strategies, studies and projects.
Assists with floodplain determinations through the National Flood Insurance Program (NFIP) and reviews all construction applications of lakefront property that are received by the Building
Reviews and updates all city codes concerning lakes management procedures, policies, and activities.
Responds to complaints and violations within the City relative to Lakes Management issues.
Skilled in regulatory compliance analysis
Performs other duties as assigned.
OTHER JOB FUNCTIONS:
Attends conferences and meetings to keep abreast of current trends in the field; represents the department in a variety of local, county, state and other meetings. Acts as a liaison and coordinates with other local, State and Federal agencies, contractors, developers, consultants and other parties on stormwater related projects and issues.
Serves as a member of various committees, including the City’s liaison with the Lakes Advisory Board. At times must present information and reports directly to the Maitland City Council.
Performs other duties as assigned.
CRITICAL SKILLS AND EXPERTISE:
Ability to conduct independent studies and research and to make professional analysis of environmental and ecological impacts regarding lake water quality.
Advanced knowledge of environmental permitting and stormwater management.
Knowledge of stormwater and lake quality Best Management Practices, stormwater permit regulations, and stormwater system maintenance and repair desired.
Knowledge of state and federal TMDL standards as they relate to stormwater runoff.
Knowledge and familiarity with lab and sampling techniques.
Knowledge and thorough understanding of stormwater and drainage issues and sediment and erosion control methods, procedures, and practices.
Ability to supervise and conduct inspections and investigations.
Ability to perform basic lab and field sampling techniques.
Ability to work as effective project manager and team leader, including ability to communicate clearly and concisely orally and in writing.
Ability to coordinate projects and work programs.
Ability to do presentation, present reports, be able to do public speaking and have good technical writing skills.
Thorough knowledge of herbicides and their freshwater application causes of water pollution, water testing, aquatic weeds and re-vegetation.
Considerable knowledge of applicable Federal or State laws and ordinances regarding environmental management of lakes and canals.
Knowledgeable of sources of pollutants which are detrimental to the extended life cycle of lakes and contributory streams.
Skill in the operation of the listed tools and equipment.
Ability to communicate effectively orally and in writing.
Ability to exercise sound judgment in evaluating situations and in making decisions.
Ability to effectively give and receive verbal and written instructions
Ability to establish and maintain effective working relationships with employees, supervisors and the public.
EQUIPMENT USED:
Boat and outboard motor, 4 - wheel drive vehicle pulling a boat trailer, fathometer and other water analysis equipment, GPS Unit radio.
Personal computer, software applications including Window and Microsoft Office Products with emphasis in Excel and Word; telephone; calculator; typewriter; copy machine; scanner; fax machine and other office equipment.

Work is performed primarily in office, vehicles, and outdoor settings, in all weather conditions, including temperature extremes, during day and night hours. Work is sometimes performed in stressful situations. Individual is exposed to insects and other nature life and is exposed to those chemicals (herbicides) used to treat lakes for aquatic vegetation, or chemicals used to test water quality of stormwater.
The employee occasionally works near moving mechanical parts and is occasionally exposed to wet and/or humid conditions and chemicals. The employee may need to assist, or perform, in the cleanup of lakes (fish kills, debris, etc.) using a boat or canoe occasionally.
The noise level in the work environment is usually quiet in office settings, and loud at the out of doors work scene.
