Employee will be assigned to the Division of Water and Waste Management (DWWM), Water Quality Standards (WQS) program (including the standards and 401 Certification sections). Under general supervision, in an associate role, employee will perform complex paraprofessional work assisting professional staff in support of the Standards and 401 Certification sections. Employee will serve as lead worker in receiving applications and issuing permits via the electronic submission system and ERIS for individual water quality certifications, state waters permits, nationwide permit notifications, site-specific water quality standards variances, and Natural Streams Preservation Act permits.
Employee will serve as FOIA coordinator for The Water Quality Standards Program. This includes providing accurate, properly-completed and prompt responses to FOIA requests for both the Standards and 401 Certification sections. Employee will follow established procedures for digitizing and electronically filing program documents both on network drives and in a digital filing system to maintain an organized digital system of document storage and retrieval.
Employee will work with the assistant director in developing and administering the program's budget; monitor and process the section's expenditures and prepare and present reports relating to the section's finances.
Employee will draft and compose correspondence on a wide range of programmatic and administrative topics for the assistant director's signature; make corrections and adjustments on payroll and invoicing documents; assist in preparation of federal grants; perform drawdowns against federal grants; and work extensively with the OASIS financial system.
This work involves statewide duties with occasional travel.
Employee will be the program's administrative contact, will have the responsibility for time reporting, leave and attendance control, and will work with the assistant director to develop the program's operating policies and workflow mechanisms.
Employee will prepare forms for inventory coordinator; supervise the e-filing system for all administrative records of the section; schedule and arrange meetings and travel arrangements for the assistant director and other section employees; order and purchase supplies and materials for training classes and for the team members as required.
Assist with phone calls and mail distribution.
Schedule and register WQS program staff for training classes and meeting requests.
Employee must have good written and oral communication skills; will prepare letters, graphs, and status reports; have the ability to collect and compile accurate information.
Employee will perform other related duties as assigned and/or required.
Note: Regular attendance is an essential part of this position.

Minimum Qualifications

Training: Graduation from a standard four-year high school or the equivalent.

Experience: Four years of full-time or equivalent part-time paid experience in paraprofessional or responsible clerical office support work in the acquisition, preservation and enhancement of environmental/natural resources.
Substitution: Any combination of experience as described above and successful completion of college course work from a regionally accredited four-year college or university towards a major in chemistry, physics, geography, biology, economics, engineering, environmental studies, natural science, or archaeology may be substituted through an established formula on a year-for-year basis for the required experience.
