This position is located in Naval Facilities Engineering Command, Northwest, Environmental Business Line, Environmental Planning and Conservation Branch, National Environmental Policy Act (NEPA) Section. The incumbent's primary responsibility is to review and prepare Categorical Exclusions (Cat EXs), Environmental Assessments (EAs)/Overseas EAs, Environmental Impact Statements (EISs)/Overseas EISs in accordance with NEPA and related special environmental studies assessing the environmental impacts of Commander Naval Infrastructure (CNI) proposed infrastructure, training and homeporting/homebasing actions. Support to US Fleet Forces (USFF)/Pacific Fleet (PACFLT) exercises, operations and training actions may also be required.
RESPONSIBILITIES
- Prepares and reviews Cat EXs, EAs/OEAs and EISs/OEISs including the necessary supporting studies, research, fieldwork, and analyses, and in some cases administers contracts for acquisition of field data and data products which is beyond in-house capability.
- Serves as point-of-contact or lead on assigned projects and interdisciplinary teams. Determines needed studies, methods, documentation requirements and consultation services to accomplish an assigned task. Determines project milestones and funding requirements. Prepares scopes of work and government cost estimates using knowledge of environmental planning and specialized experience.
- Assignments frequently involve complex, controversial, or unprecedented situations, wherein the incumbent must draw on extensive experience in this field of expertise at this and lower levels of complexity. Standard approaches may need to be creatively modified, with agreement reached among all affected parties.
- Conditions may change during the course of completing the documentation so the employee must constantly monitor situations impacting the proposal. This involves continual communication with Navy senior leadership, as well as federal, state and local agencies. The employee must structure his or her workload to adjust to numerous changes. The incumbent is expected to apply his or her best judgment and take action thereon, keeping the Supervisor informed of potential problems but otherwise proceeding to meet the objective.
- The incumbent serves as Navy Technical Representative (NTR) on A/E contracts to ensure preparation of technically adequate, timely and cost-effective products. Monitors contractor performance and coordinates as appropriate with applicable NAVFAC Northwest Business Lines, other Navy/Marine Corps commands, state and federal regulatory agencies and the affected public. The incumbent verifies contractor performance for payment and invoice procedures and maintains a chronological file on the contract.
- Work is primarily sedentary and consists of office related activities including long periods of sitting, standing, walking and operating telephones, audio-visual equipment and computers. The work involves occasional field visits/surveys where there can be considerable walking, bending, and climbing to get in and out of sites and make observations, and lifting of loads less than 20 pounds.
REQUIREMENTS:
- Bachelor's or Masters degree in an undergraduate or graduate degree in community/urban planning, natural sciences, or physical sciences is highly desirable with work experience in the following areas: environmental planning, environmental compliance and restoration, biological sciences, physical sciences, chemistry, environmental engineering, urban/community planning and/or community relations.

**Telework: Employees will be required to report to the Silverdale office twice a pay period, at a minimum. New employees may be required to report more frequently for onboarding logistics, to better understand the position requirements and key players, and attend training.
