ENGINEERING TECHNICIAN II (Stormwater Division)
DEPARTMENT: PUBLIC WORKS
LOCATION: 3505 N. Dries Lane, Peoria, Illinois
HOURS: 7:30 a.m. – 4:00 p.m. Monday through Friday

This position may be subject to state or federal standards requiring COVID vaccination or testing.

Perform engineering support tasks to ensure public safety and quality infrastructure. This is accomplished performing storm sewer televising and inspections; providing direction to contractors consistent with industry standards; providing stormwater/drainage and engineering inspections, assessments and recommendations, and maintaining and managing data. Other duties include working with citizen to resolve complaints, provide site inspections and technical assistance; assisting with field inspections and analysis; and performing stormwater utility administrative support. An ideal candidate would have strong customer service skills, experience working with a diverse workforce, the ability to function in a fast-paced environment and represent the City of Peoria to the general public in a professional manner.

Examples of Duties

Performs televising work, reporting and mapping of the stormwater infrastructure.

Provides technical and administrative support by performing site inspections, mapping and assessing condition of stormwater assets, making recommendations for maintenance, reviewing stormwater appeals, grant applications, compiling data for reports; performing on-site meetings with citizens, contractors and employees; following-up on requests; and reviewing utility repair logs.

Conducting investigations and evaluations; gathering data to assist with recommendations; performing limited surveying and supporting sustainability division staff.

Minimum Qualifications

Associates degree or equivalent from an accredited two-year college or technical school; valid State Driver’s License; and, two to four years of progressively related experience required. Any combination of education and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job considered.


Supplemental Information

Knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization; basic principles and practices of drainage, roadway, and right-of-way construction engineering; recordkeeping, report preparation, filing methods and records management techniques; and basic construction data collection tools and equipment. Skill in using tact, discretion, initiative and independent judgment within closely defined established guidelines; using a computer terminal and/or mobile device to accurately and rapidly enter and retrieve data and information; using mathematics, including, algebra, plane and solid geometry, and trigonometry; communicating clearly and effectively, both orally and in writing; and preparing clear and concise reports, correspondence and other written materials. Ability to read and interpret documents such as safety rules, operation and maintenance instructions, procedure manuals, IDOT specification manual, and construction plans and to deal with problems involving several concrete variables in standardized situations. Ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias. Ordinarily, such education is obtained in high school up to college; deal with a system of real numbers; and practical application of fractions, percentages, ratios/proportions and measurement; and write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.


PENSION PROGRAM: Illinois Municipal Retirement Fund (IMRF): Ten years required for vesting. IMRF Death Benefit – Annual Salary after 1 year's service. IMRF Disability Benefit – 50% of Salary up to 30 months after 1 year's service.

VACATION: No Vacation in first year of employment. Earn 6.67 hours per month.

1 to 5 Years of Service - 2 Weeks Paid Vacation
6 to 15 Years of Service - 2 Weeks and 1 additional day for every year of service
15 Years and Up - 4 Weeks Paid Vacation
SICK LEAVE: 6.67 hours per month earned. No limit on total days accumulated. Upon separation, hours accrued greater than 607 are credited to the Retirement Health Savings Plan (RHS) account.
PERSONAL LEAVE: Earn 2.67 hours per month.

1 to 5 Years of Service - 4 days per year (Accumulated Monthly)
5 Years and Over - 5 days per year

HOLIDAYS: 10 Paid Holidays per year.
MEDICAL/DENTAL INSURANCE: Coverage effective first day of the next month following completion of one calendar month of employment. Members may opt out of the City's insurance program with proof of other coverage – coverage for dependents is optional. The City of Peoria Health Insurance offers two (2) plan options for coverage. Bi-weekly premiums for AFSCME employees depend on which plan is selected. On your hire date, you will meet with City's Patient Advocate to receive detailed information on the plans and the appropriate premium cost. Depending on plan selection, you can enroll in the Flexible Spending Program (FSA) or Health Savings Account (HSA).

RESIDENCY: You shall establish and maintain your principal place of domicile in the City within 30 days of the end of your probationary period or one (1) yar whichever is greater. At the conclusion of five (5) full years of active service and of Peoria city limits residence, you may establish and maintain you principal place of domicile within the City of Peoria or outside the City within a twenty (20) mile radius of Peoria City Hall. If you have less than five full years of Peoria city limits residence you may elect to waive the Peoria city limits residence requirement by agreeing to forfeit 2% of your annual base salary for the time that remains on such Peoria city limits residence requirement. If you make this election, you must complete a Waiver of Residency Form at Human Resources.
