The EMS Lieutenant is an additional job assignment. The EMS Lieutenant employee also functions under the Firefighter/Paramedic job description.


Under the direction of the Chief and Operations Captain, with reporting responsibilities to the Shift Captains, the Emergency Medical Services Lieutenant’s responsibility is ensuring that the City provides a pre-hospital emergency care program in accordance with the State of Colorado’s Department of Health policies and procedures. The position will be responsible for EMS training and continuing medical education and skills maintenance, state certification/recertification programs, pre-hospital emergency care program quality improvement studies, third rider scheduling, records management and equipment/ supply purchases, and acting as the Fire Department liaison with regard to emergency medical services issues. Work is usually performed independently within established practices and procedures.

Duties and Responsibilities:

  • Coordinates orientation of new staff, coordinate medical training / evaluation, assigns and reviews work, maintains work standards and evaluates performance of staff from both a retrospective and prospective approach.
  • Monitors Preceptor Program to ensure compliance for new employees and student riders.
  • Reviews patient care reports for adherence to established medical standard of care and SOP's.
  • Investigates all complaints, grievances, infractions of county policy or standards; recommends corrective action to Fire Officers as necessary.
  • Prepares annual budget requests and is responsible for the allocated EMS budget.
  • Ensures proper licensing for ambulance units with appropriate counties.
  • Develops and / or provides comprehensive training programs covering specialty or other assigned areas; conducts EMS training.
  • Maintains adequate EMS supplies
  • Ensures inspection of EMS equipment including training materials; identifies need for repairs.
  • Coordinates recovery of EMS equipment left at area hospitals.
  • Ensures that personnel receive necessary training; arranges for annual C.P.R. recertification and monthly EMS in-service training for FIRE/EMS personnel on assigned shift; submits training records.
  • Coordinates the operation of EMS activities throughout the department.
  • Performs work safely and in accordance with departmental safety procedures.
  • Operates equipment safely and reports any unsafe work condition or practice to supervisor.
  • Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES:


  • Considerable knowledge of modern supervisory and leadership techniques and principles.
  • Thorough knowledge of Denver Metro ALS and BLS protocols and procedures.
  • Thorough knowledge of the Incident Management System.
  • Skill in performing basic and advanced life support procedures in accordance with medical protocols.
  • Ability to plan, coordinate, and direct the work of others.
  • Ability to understand and carry out verbal and written instructions and prepare and maintain a clear and comprehensive shift log, incident reports and equipment control records.
  • Ability to deal courteously, but firmly, with the public on especially difficult and sensitive issues.
  • Ability to establish and maintain effective working relationships with other members, professional groups, public safety agencies and the general public.
  • Ability to analyze complex situations and to formulate and direct quick, effective, and reasonable course of action with regard to hazards and circumstances.
  • Ability to establish and maintain effective working relationships with City employees, other pubic safety agencies, hospitals and medical facilities, community members, and the general public.

WORKING CONDITIONS:

The EMS Lieutenant works in circumstances varying from the classroom to the scenes of fires, medical emergencies and other incidents affecting public safety. Due to the nature of the position, the EMS Lieutenant may work in unpredictable circumstances involving the threat or actual presence of physical harm. A majority of the duties are performed indoors or outdoors in emergency situations that may expose the employee to a variety of dangerous conditions, such as hazardous materials, chemicals, smoke, or weakened structures. Employees are exposed to physically and mentally stressful situations, including trauma, illness, contagious diseases, extreme temperatures, and contaminated environments. Work involves working in inclement weather, at all hours of the day or night, to respond to emergency situations and requests for assistance. Driving emergency vehicles is a substantial portion of the job. Living in dormitory quarters on a 24-shift basis is required.


Minimum Requirements:

  • Must have two years of continuous experience as a paramedic firefighter with the Federal Heights Fire Department.
  • High School graduation or equivalent.
  • Possession of Emergency Medical Technician-Paramedic certification, ACLS and CPR Certification.
  • Physical fitness to perform the functions of the job.

The City of Federal Heights provides the following benefits to employees: 11 holidays, vacation accruals for full-time employees are based on years of service from 6.67-13.33 hours per month. Full-time firefighters accrue vacation based on years of service from 12-18 hours per month. Full-time employees accrue sick leave at the rate of 8 hours per month of service to a maximum of 960 hours. Part-time employees accrue sick leave at a rate of 1 hour per 30 hours worked. Regular full-time employees, except for police officers and firefighters, are required to participate in the City’s 401(a) retirement plan. A voluntary 457 plan is also available to all regular employees. Police Officers and firefighters participate in a State-approved retirement plan, FPPA. The City of Federal Heights offers both short-term disability and long-term disability to its regular and part-time employees. Police officers and firefighters are eligible for long-term disability benefits in accordance with the terms and conditions set forth by the State of Colorado’s Fire and Police Pension Association (FPPA). The City of Federal Heights offers life insurance benefits to all full- and part-time employees. Part-time employees must work a minimum of 30 hours per week to be eligible for life insurance benefits. The City also offers a voluntary life insurance plan for employees to purchase additional life insurance. Regular and part-time employees are eligible for City of Federal Heights benefits the first of the month after their hire date. Part-time employees must work at least 30 hours per week to be eligible for pro-rated benefits. Medical benefits are offered through Colorado Employers Benefit Trust (CEBT), which is self-funded multiple employer trust that currently provides employee benefits for over 300 public entities, school districts, and colleges. The City of Federal Heights offers the choice of three medical plans through CEBT. Employees can choose from an EPO, PPO, or Kaiser HMO plan. Vision insurance is provided through VSP, and dental benefits are offered through Delta Dental.
