Job description

As an Employee Program Specialist, you’ll coordinate and administer the operations of the Health and Human Services Commission (HHSC) Wellness Program and Employee Assistance program. This includes relationship management, program oversight and operations, employee and stakeholder engagement, outcomes reporting, and continuous quality improvement.
This position performs highly complex (senior-level) human services management work for the Health and Human Services Human Resources department.
This position works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Reports to the HR Employee Programs Manager.

Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
EJF #1: Coordinates, manages, and oversees the HHSC Wellness Program and Employee Assistance Program (EAP). Develops strategies for the HHSC Wellness and EAP programs as part of human resources' plan to become a government employer of choice. Ensures the wellness initiatives are sustainable, scalable, and positively impact the short- and long-term HR objectives. This includes development of policy, processes, communication, leadership guidance, and initiatives. Provides functional oversight of the HHSC Wellness Council by recruiting members and ensuring the council is on track to complete wellness initiatives.
EJF #2: Develops program and human resources policies, procedures, standards and establishes program objectives and goals for the HHSC wellness program. Develops and implements campaign and promotional strategies to promote wellness throughout the agency which includes writing articles and delivering presentations to stakeholders (employee groups, program area leadership, and workgroups). Manages wellness projects, events, and initiatives including overseeing the approval process and coordinating the tracking of data. Analyzes wellness related legislation to develop recommendations for policy and programmatic issues relating to implementation.
EJF #3: Collects, organizes, analyzes and prepares reports, assessments, presentations and program recommendations for the HHSC wellness program. Determines and implements metrics that assess and monitor the effectiveness of ongoing and new wellness initiatives. Analyzes utilization of the EAP and makes recommendation for additional solutions and programs based on analysis. Prepares reports on utilization of other initiatives (flu clinics, mobile cancer screening, fitness rooms, get-fit challenges, blood drives, and earned fitness leave) and makes recommendation for changes to program based on analysis of reports.
EJF #4: Provides advice and counsel to employees and management on wellness program issues, rules, and policies. This includes working with employees and management to develop policy approved solutions related to wellness issues and responding to wellness program inquiries in the HHSC wellness email inbox. Ensures agency program areas are aware of EAP and wellness program offerings, policies, and wellness related benefits.
EJF #5: Conducts HR Employee Program-related surveys, inspections, and reviews to ensure continued compliance with laws, regulations, and policies. Creates and conducts staff surveys that assess support of wellness initiatives, participation in wellness initiatives, understanding of wellness benefits and policy, availability of wellness resources within an employee’s work location, and wellness needs. Analyzes workforce employee engagement reporting to determine if wellness initiatives and programs have impact on engagement scores. Provides reports to agency workgroups, agency leadership up to and including chief program area leaders, deputy executive commissioners, and managers. Wellness information and reporting will be included in agency-wide reports such as the Chief Operation Officer operational plan, human resources strategic plan and the agency’s workforce strategic plan.
EJF #6: Develops partnership with other agency wellness coordinators, EAP, healthcare plan contacts, and community wellness organizations to develop, enhance, and improve wellness initiatives and offerings, and to benchmark and assess current programs and policies to identify gaps in existing plans.
Knowledge Skills Abilities:
Knowledge of the principles and practices of human resources management; human resources wellness and benefits, and federal, state, and local laws and regulations governing personnel activities. Knowledge of statistical analysis processes; research techniques; training and marketing techniques; and program management processes and techniques.
Skill in oral and written communications; in handling multiple tasks and prioritizing and in identifying measures or indicators of program performance and the use of a computer and applicable software.
Ability to explain policies and procedures to staff and the public; to maintain confidential and sensitive information; to develop and analyze human resources processes; to gather, assemble, correlate, and analyze facts; to market benefit and wellness programs; to establish and maintain effective working relationships with external and internal stakeholders, employees, and the general public; and to communicate effectively.
Initial Selection Criteria:
Graduation from an accredited four-year college or university with major coursework in human resources management, business or public administration, organizational development, or a related field.
Three years of progressive work experience in duties related to the position.
Relevant education and experience may be substituted on a year-to-year basis.
Experience leading, developing the framework, and creating HR program materials and initiatives.
Experience developing partnerships with internal and external stakeholders.
Experience implementing HR programs in a multi-location organization.
Additional Information:
This position has the capability to telework on a part-time basis (up to 4 days per week). Selected candidate must have the ability to provide a personal home internet service.
