Elections/Board Clerk I - $15.924-$19.840
Elections/Board Clerk II - $16.736-$20.853

Under general supervision, to perform a variety of administrative, staff, and office support duties for the Siskiyou County Clerk's Office functions; to perform a variety of support work for the conduct of elections; to perform specialized board or commission support assignments; to provide information to the public and interested persons regarding election processes and the functions and business of the assigned board or commission; to provide assistance and information for the public; and to do related work as required.

DISTINGUISHING CHARACTERISTICS

This is the entry working level in the Elections Board Clerk classification. Under direct supervision, Incumbents perform a variety of specialized election support work and perform a variety of administrative support assignments requiring knowledge of the functions, policies, and procedures of an assigned County Board or Commission.

Examples of Duties

Receives, checks, and verifies voter registration records; notifies other counties of information for adjustment of records; receives and processes deletions from the voter rolls; sends and receives voter notification documents; maintains and updates voter registration records and information; prepares and assembles supplies for precincts; assists with recruiting, hiring, and training precinct workers; prepares and maintains index rosters, walking lists, and absentee lists for voting precincts; verifies checkout and return of precinct supplies; assists with absentee applications and notification of absentee voters;; maintains precinct maps;; enters data and maintains computerized election information systems; provides a variety of office and other support for Elections functions; distributes nomination packets; verifies petitions, candidate filing documents, and Conflict of Interest Statements; explains voter registration and Election procedures to the public; supports County Clerk functions by processing passport applications issuing marriage licenses, performing civil wedding ceremonies, researching fictitious business names and issuing fictitious business name statements.

Provides support functions of a an assigned County Board or Commission; receives, processes, and prepares a variety of documents related to Board or Commission functions; assists with the preparation and distribution of the board or commission agenda; prepares letters, reports, memorandums, and other items; takes notes and prepares minutes of board or commission proceedings using an electronic device (laptop) and create minutes from the notes; prepares minute orders, resolutions, and other records of board or commission actions; publishes required notices before deadlines; may handle confidential paperwork for grievances, County Medical Services Program Appeals and claims against the county; assists with the preparation of contracts, ordinances, and other legal documents; maintains and updates historical records of board or commission proceedings and actions; researches historical information as needed; indexes material for reference; assists the public and interested parties with information about assigned board or commission business and actions; operates and uses computerized information systems; performs word processing; operates office equipment.

  • Policies, functions, and requirements of Siskiyou County Elections functions.
  • Laws, rules, regulations, and legislation governing the conduct of elections, filing of petitions, and the registration of voters.
  • Proper procedures for the acceptance and filing of candidate documents.
  • Good public relations techniques.
  • Maintenance of files and information retrieval systems.
  • Account and fiscal record keeping.
  • Computerized election systems.
  • Functions, policies, and procedures of an assigned County Board or Commission.
  • Laws, rules, regulations, and policies affecting the functions and procedures of the assigned board or commission.
  • Terminology related to the functions and operations of the assigned County Board or Commission.

  • Under direct supervision, perform a variety of difficult and complex elections support functions.
  • Under direct supervision, perform a variety of complex and specialized support work related to the functions and operations of an assigned Country Board or Commission.
  • Follow oral and written directions.
  • Read, understand, interpret, and explain codes, statutes, and information related to the conduct of elections and related to the functions and business of an assigned County Board or Commission.
  • Gather and organize data and information.
  • Maintain, update, and research official records of assigned board or commission actions and business.
  • Establish the validity of candidate filing documents.
  • Work with computerized election systems and use a computer for elections support work.
  • Effectively represent the County Clerk (Registrar of Voters) in responding to inquires and providing information and assistance about elections.
  • Establish and maintain cooperative working relationships.
  • Take and prepare notes of meetings at a sufficient speed to meet job requirements.
  • Make mathematical calculations quickly and accurately.
  • Maintain and update accounting and fiscal records.
  • Deal tactfully and courteously with the public and other staff when explaining the functions.

Typical Qualifications

Any combination of training and experience that would provide the knowledge and skills to successfully perform the listed duties is qualifying. A typical way, but not required, to obtain the required knowledge and skills would be:

  • One year of previous work experience performing office support work, preferably including some experience in working with elections and taking minutes at public meetings.

This position is considered flexibly staff. Incumbent may qualify to promote to an Elections Board Clerk II within one to two years, depending upon job assignments.

TYPICAL PHYSICAL REQUIREMENTS

Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 lbs.; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, scanner, telephone, calculator, copiers, and FAX.

TYPICAL WORKING CONDITIONS

Work is performed in an office environment; may occasionally work outside; continuous contact with other staff and the public.
