Position Title: Head Start/Early Head Start Education-Disabilities/Mental Health

Coordinator

Classification: Exempt

Reports To: Education/Disabilities Manager Department: Head Start

Position Summary:

Responsible for the coordination of the Head Start Program Standards as related to the Education and Disabilities Service Areas on a twelve-month basis. Also, provides leadership and management to supporting team.

Duties and Responsibilities

EDUCATION

  • Perform the functions of this position with a strong understanding of the Head

Start Performance Standards and the component plans; Head Start child development outcomes; and thorough knowledge and application of

Developmentally Appropriate Practices;

  • Deliver pre-service and monthly in-service training sessions to teaching staff;
  • Monitor the implementation of IMSHS curricula in the classroom;
  • Supervise all classroom practices - room arrangement, lesson plans, daily schedules, routines, and transitions to assure their adherence to program policies;
  • Supervise children's assessment, including weekly observations in each area, examples of the child's work, developmental assessments, and children's assessment data entry and outcome reports;
  • Supervise that Home visits and parent conferences are done per IMSHS requirements and that they are used to discuss the child's individual development and progress, assisting the parents in developing observational skills and soliciting parent observations;
  • Lead responsibility for implementing Family Literacy Program;
  • Identify and prioritize materials and equipment needed in classrooms and playgrounds, and coordinate with director in making purchases;
  • Coordinate the transition of children to Kindergarten, and assist with the children's transition to their next destination at the end of the season.
  • Work cooperatively with other component coordinators to plan education services integrated with health, mental health, dental health, nutrition, parent involvement, and social services;
  • Attend staff training and meetings, and board and parent meetings as requested;
  • Assist individual staff members in identifying their training needs, and improving their knowledge and abilities;

DISABILITIES

  • Participate in the development of I.E.P. (Individual Education Plan) or I.F.S.P.'s

(Individual Family Service Plan);

  • Assist in recruiting and orienting volunteers, providing them with guidance as needed;
  • Complete and submit required reports to the Grantee office, Delegate Director,

Board of Directors, and Policy Committee in a timely and accurate fashion;

  • Evaluate the performance of teaching staff, at the end of probation and annually thereafter, and recommend subsequent personnel action to director;
  • Actively participate in the development and implementation of the Teacher

Professional Development Plan;

  • Assure that files and documentation are complete, accurate, and confidentially maintained; and,
  • Responsible for participating in the planning, development and implementation of the agency Disabilities/Mental Health plans and policies developed in accordance with the

Head Start Performance Standard 1302

  • Assesses the special needs of children and their families; including referrals for services, counseling and other needed support, if necessary
  • Ensures timely completion of services to children indicated by Performance

Standards including direct delivery of services such as screenings

  • Ensures at least 10% of enrollment opportunities are filled with children with diagnosed disabilities with a current Individualized Education Plan (IEP)
  • Through training and ongoing monitoring of site staff, ensures developmental screening are completed within 45 calendar days of children’s enrollment into the Head Start program
  • Assist with the training and development of teachers and staff on the ESI-R and ASQ-SE screenings to include accurate scoring of the screening tool
  • Ensures a screening review team (SRT) meeting is held with parents within 15 days of notification on children identified as needing a referral to the LEA in order to review screening results, explain referral process, and obtain parental written consent
  • Monitor and ensure all accommodations and modifications including transportation are implemented per the child’s IEP
  • Attend DFSS Disability and Education Committee Meetings
  • Train and advise center staff responsible for Education and Disabilities on issues related to service area policies and procedures
  • Works closely with the rest of the delegate's staff to plan integrated services for all children: coordinates with Family Community Engagement Coordinator in the transition process of children with disabilities; participates with Health Services

Coordinator in the development of special environmental and safety procedures; and ensures the participation of disabilities and mental health service providers in the HSAC

  • Ensures that accurate and confidential records are maintained in a secured file cabinet
  • Recruit and promote enrollment of children with prior diagnosed disabilities
  • Participates in the staffing for children with diagnosed disabilities including the development of the IEP
  • Assist with staff and parent transitioning meetings of children with disabilities to the public school setting at the site level
  • Submit weekly reports to the Education/Disability Manager in an accurate and timely manner on diagnosed and suspected children
  • Analyzes data and reports
  • Assist sites and parents with identifying community resources according with the special needs of the Head Start child or training needs of the family
  • Assist sites with individualization according to the special needs of children enrolled in classrooms
  • Assist with the implementation of the mental health program that is in compliance with Head Start Performance regulations and standards by providing and/or coordinating training opportunities for parents and staff with an understanding of child growth and development, health and mental health practices, guidance and activities as it relates to developmentally appropriate behaviors and expectations
  • Review and ensure mental health general classroom and individual observations results are communicated to the appropriate staff
  • Ensures a social and emotional screening (SES) meeting is held with parents within 15 days of notification on children identified as needing a referral to the Mental Health Consultant in order to review screening results, explain referral process, and obtain parental signatures
  • Provide input on the renewal of contracts for mental health service
  • Attend trainings to enhance the Education and Disability/Mental Health service areas
  • Participates in the annual program self-assessment and Grantee monitoring visits
  • Transitions children with disabilities and those in the diagnostic process to their next destination, ensuring a smooth and efficient process, with full parental participation

Qualifications :

  • Master’s Degree in Early Childhood Education, Special Education or equivalent with 3 years classroom experience
  • Minimum of three (3) years’ experience working with children with diagnosed disabilities and special needs
  • Working knowledge of Teaching Strategies Gold, Creative Curriculum and Checkpoints
  • Working knowledge of the Early Screening Inventory-Revised (ESI-R) and Ages and Stages Questionnaire-Social Emotional (ASQ-SE) developmental screenings
  • Understands Coaching to Fidelity or similar coaching models
  • Ability to express thoughts clearly and effectively in both oral and written communications
  • Regular access to a reliable vehicle, vehicle insurance, a valid Illinois driver’s license and must be able to travel extensively
  • Must have effective communication skills, both oral and written, and strong organizational, problem solving and time management skills
  • Ability to present a positive image of the organization to members of the community

Experience:

  • Demonstrated understanding of Head Start philosophy and the current principles of inclusion, natural environments and services to children with disabilities and their families
  • A minimum of one-year experience working with preschoolers with disabilities and their families
  • Knowledge of the challenges and strengths of low-income families.
  • Ability to work with a minimum of supervision and as an effective member of a team
  • Knowledge of developmentally appropriate practices, screening tools, assessments, and laws protecting individuals with disabilities

Pay: $0.01 - $55,000.00 per year
