The Community Colleges of Spokane is seeking a highly motivated and qualified individual for the position of District Director, Facilities in the District Facilities Division.
GENERAL DEFINITION
This position is responsible for the management of the following District functions: physical plant including maintenance, grounds and custodial personnel, local and state capital projects, property management and resource conservation programs consistent with Washington State Law, Washington Administrative Code, policies of the district Board of Trustees and procedures established by the Community Colleges of Spokane (CCS).
CHARACTERISTIC DUTIES AND RESPONSIBILITIES
- Direct, through subordinate administrators and staff, maintenance and operations of all land and buildings within the district. *
- Facilitate the development of Master Capital Plans, administrate local and state funded capital projects and present updates to the Board of Trustees, administration councils and other interested parties. *
- Interface with state, county and city agencies in all aspects of construction management including bid recommendations and contracts, permitting and compliance with related energy and building codes, regulations and statutes. *
- Supervise exempt and classified employees (train, schedule, evaluate, discipline, recommend personnel selection and respond to grievances). Adhere to classified contracts and all district rules and regulations ensuring efficient operations of assigned functions. *
- Inform and educate staff about behavior and performance expectations, provide timely and accurate feedback regarding performance and ensure performance and behavioral problems are corrected promptly and effectively. *
- Coordinate and oversee District resource conservation programs to include: increasing energy efficiency, reducing natural resource consumption, implementing solid waste stream reduction and recycling programs and develop and execute action plans to ensure compliance with federal, state and local sustainability laws and executive orders. *
- Coordinate and oversee engineering and architectural consultants, as approved by the Board of Trustees. *
- Direct the department’s fleet to include procurement of vehicles and equipment, maintenance programs designed to extend the useful life of vehicles/equipment, ensure safe operation of vehicles/equipment and appropriately retiring vehicles/equipment that have exceeded their useful life. *
- Responsible for submission of appropriate budgets and maintaining spending within approved budgets. *
- Participate with state agencies in the acquisition and disposal of owned properties. *
- Direct the preparation of appropriate state and local reports, such as fleet reports to the state, fuel and energy reports. *
- Establish and maintain office procedures for the operation of the district Facilities Office. *
- Model professional decorum and mutual respect in all personal interactions. *
- Complies with district policy, procedures and directives, state and federal regulations, orders and statute and collective bargaining agreements. *
- Support and advance the CCS strategic plan, and perform related duties as required. *
- Indicates this is an essential duty.
REQUIRED COMPETENCIES (MINIMUM QUALIFICATIONS)
- A Master’s degree in Business Administration, Construction Management or another closely related field from an accredited institution.

An equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position. - Five (5) years of successful supervision and management experience.
- Five (5) years of experience in construction, including construction management, contracts and general working knowledge of construction techniques.
- Ability to work well with academic administrators, faculty and students.
- Skill in effective planning and implementation of: emergency management, capital projects, maintenance of buildings and grounds and operation of a vehicle fleet.
- Ability to provide for effective acquisition, disposal and management of owned properties.
- Acceptance of the responsibility to promote the welfare and best interests of students at all times.
- A demonstrable understanding and acceptance of the mission, values, goals, objectives and strategic plan of CCS.
- The ability to perform assigned duties in a manner consistent with applicable laws, regulations and goals of the institution, and community and technical college system.
- Demonstrated commitment to fostering and supporting a teaching, learning and working environment that honors diversity, equity and inclusion.
PREFERRED COMPETENCIES (DESIRED QUALIFICATIONS)
- Five (5) years related managerial experience in a state or higher education environment.
- Managerial experience in a union environment.
- Knowledge of Washington State capital project rules and regulations.
TOTAL COMPENSATION WITH BENEFITS: $132,687 - $147,882.
Total compensation is an estimate based upon adding the following amounts together:
- Base compensation of $103,236 - $116,126, plus
- Current employer-paid health and related benefit contribution rates, plus

The actual total will vary depending upon each employee's enrollment choices.
Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment. An offer of employment will not carry with it any responsibility or obligation on the part of the District to sponsor an H1-B visa. In addition, the Community Colleges of Spokane maintains a drug-free work environment and prohibits all smoking in the college buildings and state-owned vehicles. Must be able to successfully work in and promote a multicultural work and education environment.

CONDITIONS OF EMPLOYMENT
- Contract 12-month position.
- Position is exempt from Fair Labor Standards Act (FLSA).
- Requires local or regional travel. If using personal vehicle proof of driver's license and car insurance required.

This is a contracted, exempt management position. Medical, dental life and long term disability insurance benefits are provided as currently administered under the Public Employees Benefits Board; TIAA-Cref retirement plan. Vacation leave accrues at the rate of 14.67 hours per month (22 days per year) and sick leave accrues at the rate of one (1) day per month, effective upon employment. (For positions that are less than full time, leave accruals will be prorated to the percentage of the position.)
