The District Data Directors role is to supervise all aspects of District data management, including but not limited to; install, monitor, and maintain student demographic, student assessment, staff demographic and other educational databases currently being used by the District while ensuring high levels of data availability and accuracy. This individual is also responsible for developing, implementing, and overseeing data policies and procedures to ensure the integrity and availability of the data as well as protect the District from FERPA and HIPAA violations. The District Data Director will provide training to staff in proper database use as new policies and features are released. The District Data Director will serve as the primary liaison with RIDE and provide to RIDE accurate and timely data from the District as required.Essential Duties and Responsibilities:1. Assess and develop long-term strategic goals for all of the District's student information systems (SIS).2. Work with application development staff from Skyward, AESOP, Frontline, AIMSWeb Plus (Pearson), STAR (Renaissance), PowerSchool, RIDE, CLEVER, RICAS, WIDA, and other district database providers to develop SIS architectures, standards, interoperability and quality assurance policies and procedures.3. Develop data policies in collaboration with the Technology Director and other District administrators to protect the Districts SIS from misuse and intrusion.4. Conduct research and make recommendations on SIS products, services, protocols, and standards in support of procurement and development efforts.5. Maintain the accuracy and integrity of the Districts SIS database.6. Provide accurate District data to RIDE as required using existing processes (ERIDE), including state assessment pre and post data, CTE data, grant data, any future updated and/or new state reporting and processes being developed by RIDE for District implementation.7. Manage collection of District data from diverse sources to fulfill all data requests (State, Federal, Local).8. Provide (school year) monthly calendar of duties/responsibilities to District Administrators.9. Provide (school year) monthly required District state reports which require the Superintendents signature to verify completion for RIDE.10. Train end users, including but not limited to District secretaries, teachers, principals and other administrators on data input and properly accessing data from the SIS being used by the District.11. Train elementary principals on how to assign teachers to students in the Skyward/SIS system and review accuracy at the beginning of each school year as needed.12. Develop resources to use in the training of District personnel on SIS use.13. Develop and propose appropriate relevant policies and protocols.14. Develop routines and resources for end users to execute best practices of SIS use.15. Create models for new SIS development and/or changes to existing SIS under the direction of the Technology Director.16. Run training sessions to a wide audience of learners in group, one-to-one, and remote sessions.17. Respond to and resolve database access and performance issues with District Technicians18. Populate and update data in appropriate SIS databases as necessary.19. Configure, setup, and maintain all state testing program data (student and teacher) for practice sessions and live state testing.20. Plan and coordinate data migrations between systems with District Technicians as needed.21. Create and/or support the creation of reports for data in response to District Administrators as needed.22. Periodically perform SIS security audits.23. Establish appropriate end-user SIS access control levels under the direction of the Superintendent and or his/her Designee.24. Collaborate and network with other RI school districts Data Directors or equivalent roles.25. Attend RIDE Data Director meetings and report out significant communication (including necessary action needed, new requirements, revisions to state reporting, etc.) from those meetings to District Administrators.26. Demonstrate the highest standards of honesty, integrity, flexibility, and responsiveness;27. Assist and act in a confidential capacity with the Superintendent of Schools and/or his designees in the formulation, determination, and effectuation of management policies in the fields such as labor relations, including assistance in the development of strategy and appropriate data analysis in the negotiation of all collective bargaining agreements. To provide such data analysis to assist Districts legal counsel in collective bargaining and other efforts.28. This position will require access to confidential information concerning anticipated changes which may result from collective bargaining negotiations.29. To effectively supervise staff in this department and recommend a budget, raises and discipline and relevant changes to the applicable collective bargaining agreements.30. Assume other generally related responsibilities as may be assigned by the Superintendent of Schools and/or their designee.
