Position Description
The Director, Total Rewards & HRIS is responsible for the design, oversight, and administration of all employee benefits programs, compensation systems, payroll, and the HRIS system. This role is responsible for developing, recommending, and implementing creative and cost-effective, new, or modified plans and policies that provide a competitive employee value proposition and are sound business decisions for the organization; supervises the administration of all plans, proposes changes, ensures regulatory compliance, and ensure effective implementation of benefits programs, payroll and compensation processes and HRIS integration; ensures data integrity as well as plan compliance with company policies, procedures and stays abreast of all applicable local, state, and federal laws.
Essential Functions:
General Duties and Responsibilities:
- Work closely with executive management to develop a benefit strategy and recommendations that are aligned with company goals and responsible for execution of changes.
- Directs a small staff engaged in the benefits, payroll and HRIS department's programs. Develops and coaches’ teams with a focus on sharing knowledge and increasing efficiencies.
- Supports HR Business Partners by providing training, support and guidance tied to our benefits, systems and payroll processes.
- Ensures services are in compliance with professional recordkeeping, reporting standards, state, and federal regulatory requirements, OFCCP, HIPAA, ERISA and laws including compliance with Fair Labor Standards Act to properly classify jobs as exempt or non-exempt.
- Oversee Investment Committee quarterly meetings in collaboration with Retirement Consultants.
- Responsible for employee communications related to benefits, compensation, and employee HRIS system changes.
- Compensation administration including merit/bonus plus market ranges/pay grade maintenance.
- Administer annual merit and incentive plans.
- Support VP HR with providing updates for Operating Board Meetings, Town Hall Meetings and other requests.
- Maintain data integrity and keep data current by completing monthly imports into HR system.
- Provide/maintain systems and tools for the company's performance management process.
Benefits Duties:
- Responsible for directing and planning the day-to-day operations of group benefits programs (group health, dental, vision, disability, life insurance, flexible spending plans, 401(k) plans, COBRA administration, LOA direct billing and oversee maintenance of employee benefits records).
- Ensures benefit plans are in compliance with ERISA and other federal regulations.
- Research employee benefits plans and vendors to identify those that present the best value; design, recommend and implement new benefits programs,
- Negotiates benefit vendor contracts and manage vendor relationships.
- Serves as the lead contact and partner for Benefits Consultants and vendor partners to ensure benefits are crafted competitively and delivered efficiently and effectively with the highest levels of service.
- Manage complete process of annual benefits open enrollment
- Prepares annual budgets and assesses administrative costs and pricing of benefit programs and recommends cost containment strategies.
- Ensures compliance with all legal requirements. Studies existing and new federal, state, and local legislation by acquiring qualified opinions. Enforces adherence to requirements and advises management of needed actions.
- Supports business M&A efforts by conducting due diligence and integrating new employees into the company with a focus on benefits.
- Leads the benefits manager; providing support and guidance for day to day processes and resolutions with systems and vendors.
Payroll Duties:
- Overall responsibility for the payroll function ensuring payroll is completed on time and accurately.
- Ensures that payroll system is maintained accurately and is involved in designing systems directing the collection, calculation, and entering of data.
- Leads the payroll manager; providing support and guidance and ensuring they have the tools and abilities to complete their role.
Human Resource Information System Duties:
- Sets strategy for HR technology, including the systems, integrations, and data integrity for HCM, Recruiting, Onboarding, Compensation, Benefits, Learning Management, Performance Management, Talent Management and Reporting. This includes the maintenance and improvements of current systems, as well as recommendations for new technology.
- Collaborates with HR leadership across the Company to develop systems and process roadmaps to support all stakeholders.
- Optimizes all HRIS systems to meet workforce growth requirements, creating opportunities for automation and the reduction of manual processes.
- Works collaboratively with IT counterparts on understanding security roles, integrations, and other shared systems.
- Monitors technology trends in HRIS to anticipate and prepare for future or emerging HR technology solutions with consideration for business and user needs.
- Develops and administers service level agreements, control standards, and issue escalation matrix to ensure policy and process compliance.
- Ensures data governance is established and leveraged consistently throughout HR and in the broader organization as it relates to people data.
- HR/Payroll security, Workflow, Employee Self Service access, responsible for updating and maintaining the HRIS.
- Responsible for employee communications, standard operating procedures, and ongoing support for using the HR system.
- Leads the HRIS manager; providing support and recommendations on system changes, inquiries and ongoing projects for the system.
Managing Projects And Priorities:
- Functions as a strategic senior technical expert within the department.
- Develops specific goals and plans to prioritize, organize, and accomplish work.
- Champions leadership's vision for system and service delivery.
- Makes and executes the necessary decisions to keep moving forward toward the achievement of goals.
- Provides direction and assistance to other teams regarding projects.
- Determines priorities, schedules, plans and necessary resources to promote completion of any projects on schedule.
- Analyzes information and evaluates results to choose the best solution and solve problems.
- Thinks creatively and practically to develop, execute, and implement new project plans.
- Generates and provides accurate and timely results in the form of reports, presentations, etc.

Requirements
Education and Experience:
- Bachelor's degree in a related field
- 10+ years HR experience including 7-10 years in the design, communication, and administration of health & welfare benefits and defined contribution plans plus 5 – 7 years managing compensation plans desired.
- At least 5 years of people leadership experience and demonstrated proficiency as a leader
- Computer literacy with Microsoft Office applications
- Experience working with HRIS systems (UKGPro preferred) and integrating third-party solutions
