Primary Duties & Responsibilities

- Ensure overall compliance with laws, rules, regulations, and policy as prescribed by regulatory agencies.
- Ensure overall compliance with the requirements of all mission driven programs, contracts, and work, including but not AbilityOne, WorkQuest, DoD, DHS, GSA, and various commercial contracts.
- Maximize efficiency and productivity through extensive process analysis and interdepartmental collaboration to plan, develop and execute strategies to achieve business objectives and ensure workforce needs are met for all contract job sites.
- Responsible for contract price proposals, negotiations, contract modifications, budgeting, and purchasing for all contract types to include but not limited to Firm Fixed Price and Time & Material contracts (new, follow-on year renewals, and start up contracts)
- Responsible for issuing and managing subcontract agreements with sub-contractors through task orders or other applicable means.
- Develop, implement, and monitor day-to-day operational systems and processes to provide visibility into the goals, progress, and obstacles of key initiatives.
- Responsible for providing and coordinating resources to site project management to ensure efficient and effective compliance with contract requirements, contract budgets, and deliverables.
- Monitors and reports on operating costs and informs key stakeholders of cost and labor issues; evaluates, identifies, and improves operational systems, processes, and policies in support of the organization’s mission and core values; assess efficiency and initiates changes for improvement as appropriate; recommends and implements solutions to problems and ensures systems, processes, and controls are established and enforced.
- Determine and understand specific customer expectations; effectively communicates and implements project expectations to team members and stakeholders in a timely and clear fashion.
- Responsible for data collection, interpretation, and analysis, and action plan synthesis to implement the necessary changes based on data and performance indicators.
- Responsible for long-term planning, including initiatives geared toward operational excellence, accountable for safety, security, asset management plans, quality control, and overall risk mitigation strategies.
- Responsible for directing, hiring, firing, training, developing and appraising staff effectively at all contract job sites; makes recommendations within authority.
- Represent the organization with customers, key stakeholders, and business partners; establishes and maintains trusting and productive communication with key management and key stakeholders.
- Develop and deliver effective training and awareness.
- Anticipate and proactively resolve potential problems.
- Accountable for expanding the TRDI brand by sustaining current and future growth opportunities by procuring customers, products and services offered by Non-Profit Agencies.
- Continuously incorporate the use of technology for innovative ways to improve efficiency
- Continually updates job knowledge and modify internal operational processes to remain competitive and current with the latest trends in the industry.
- Participates on committees, special projects, and industry events and seeks additional responsibilities to represent the organization.

Qualifications & Requirements
Education Requirements
- Bachelor's degree from an accredited university in Project Management, Engineering, or Business-related field; Master’s Degree, preferred.
- 10 years relevant work and leadership experience in a multi-location environment

- Ability to effectively delegate and develop team members
- Ability to maintain confidentiality of information
- Ability to make decisions, solve problems while working under time constraints, manage time effectively, and handle conflicts
- Experience in contract negotiations and regulatory law (FAR, Service Contract,
- Experience in working with Union representatives, contracting personnel, community partners, and employees with disabilities
- Strong business acumen, detail oriented, and strong organizational and interpersonal skills
- Advanced knowledge of work loading tools and resources
- Advanced knowledge of local, state, and federal laws (i.e., FAR, Service Contract Labor Standards, Prevailing Wages, etc.)
- Advanced working knowledge of Microsoft Office Package (i.e., Excel, PowerPoint, Word, etc.)
Organizational Relationships
This position leads the Operations Department and staff and directly reports to the Vice President
Other Requirements
- Must be able to pass and maintain security access requirements.
- Must maintain a current driver’s license
- May sit, stand, or walk for long periods of time.
- May lift or move objects weighing 20+ lbs.
Position Classification & Expected Hours
This is an Exempt full-time position, minimum 40 hours per week. Work schedule may vary and may require long hours and weekends to meet job expectations. This is an on-site (non-remote) position.
Travel: This position requires travel outside of the local area to successfully perform required duties and responsibilities.
