Position Title: Director of Federal and State Programs

Division: Sales and Marketing

Reports to: Executive Vice President, Sales and Marketing

OVERVIEW

The Director of Federal and State Programs is a Company-wide position that will oversee the Company’s Federal and State Programs, Contracts and initiatives. We are looking for a dynamic, energetic and experienced individual that has extensive knowledge and experience in Public Sector, understands the procurements processes, challenges and requirements for procurements compliancy under State and Federal law. The individual will be responsible for working with the Executive Vice President to oversee the management of our E-rate Program, State Contracts and other Federal and State Programs and funding sources. This individual will provide leadership, direction and guidance on available Federal, State and local funding sources for our clients to leverage in aid of their technology objectives. This role will also be responsible for the oversight of new Federal and State Programs and assist in the development of new offerings for our clients, aligned with these new Programs.

Objectives for the role:

· Collaborate with executive-level management in the development and management of our Federal Programs, including E-rate, and our State Contracts across all States we do business in

· Work with our clients to understand their funding challenges and educate them on available fundings sources thought Federal and State-wide grants

· Work closely with our Sales organization and act as the Subject Matter Expert as it relates to funding opportunities for our clients to augment their regular operating and capital budgets

· Meet with our clients and provide thought leadership and be a trusted advisor as it relates to financial planning for technology projects and initiatives

· Work with the Executive Vice President, Service Delivery Teams and Finance to ensure compliance with Federal rules around E-Rate programs and other Federal and State Contract requirements

RESPONSIBILITIES

· Work with the Executive Vice President to lead and oversee our E-Rate Program, ensure compliance with Program rules, Federal invoicing and reporting; Educate our staff and clients on changes to the Program on an on-going basis

· Attend FCC meetings, in-person and virtually, on the E-Rate Program, monitoring changes, new requirements and new funding opportunities; Work with the Sales organization to notify and educate our clients to enable their success with the Program

· Research and educate our staff and clients on available Federal funding grant opportunities, compliance requirements and application process, as it relates to technology products and services

· Present at Public Sector conferences and our Thought Leadership events as it relates to Federal and State funding and grant opportunities

· Work with our Marketing Team to identify new grants and programs and develop a Marketing campaign to notify and educate our existing and prospects on funding opportunities aligned with our product and service offerings

· Oversee the Company’s State Contract reporting for each State Contact to ensure compliance with the requirements

· Research new Federal and State Contract opportunities and assist in response

· Work with the Sales and Marketing team to identify new opportunities to help drive growth

· Develop relationships with our Clients, Federal and State agencies and Partners

· Work closely with the Sales Team and meet with clients to review funding opportunities and approaches to budget and plan for technology projects

· Advise the Executive Team on opportunities for strategic growth, execution and implementation for new Program opportunities

· Provide focus and direction for on Federal and State Grant Programs and utilization

· Inform, interpret, and recommend the effects of current and impending federal legislation.

· Work with the Sales and Marketing Team on identifying sales opportunities for the utilization of funds available to the schools through the various federal programs

· Conduct training sessions with our staff on new programs, requirements and opportunity alignment for our clients

· Stay current on all guidelines, requirements, and procedures for Federal and State Programs the Company is participating in or should be participating in

· Evaluate all federal legislation, projects and programs for grant, entitlement, and allocation opportunities relevant to our clients’ needs

QUALIFICATIONS

· Excellent leadership and organizational abilities

· 10+ years of experience in Public Sector and management experience

· Proven ability to identify Federal and State funding and grant opportunities, requirements and application process

· Proven knowledge of Public Sector procurement law and process

· Strong customer satisfaction skills

· Outstanding negotiation skills

· Excellent interpersonal, written and oral communication skills

· Bachelor’s Degree in Business Administration required; Master’s Degree preferred
