WAA, a 501(c)3 nonprofit agency, is Philadelphia’s leading domestic violence advocate and service provider and among the largest domestic violence agencies in the country. The mission of WAA is to provides quality, compassionate and nonjudgmental services in a manner that fosters self-respect and independence in persons experiencing intimate partner violence and to lead the struggle to end domestic violence through advocacy and community education. With over 170 staff, WAA serves over 7,000 individuals each year within residential services (2 - 100 bed safe havens and 15 transitional housing apartments), legal services, hotline counseling, aftercare community-based services, prevention & education, and advocacy.
Principle Overview and Responsibilities:
The Director of Evaluation and Learning provides strategic oversight of the agency’s program evaluation framework, monitoring of program metrics, and ensures alignment between client outcomes and data collection from the responsibilities included but not limited to:
Evaluation and Learning:
Provide consultation to Program Directors and Managers in the development and monitoring of program outcomes and ensures tracking mechanisms are created to collect and analyze data. Facilitate monitoring of programmatic trends and benchmarks via tools (i.e., dashboards) and ensure all measurement tools are aligned with agency’s program outcomes. Work closely with Program Directors and Managers to coordinate the program evaluation framework (i.e. Results Based Accountability, Theory of Change) and monitoring program metrics. Assist staff with the design and methodology of tools (i.e. surveys, focus groups, assessments) and aligning tools with best practices. Along with the Program Director, coordinate ongoing and one-time evaluation projects (internal and external). Ensure implementation and alignment of agency’s Theory of Change. Assist VP of Program Operations with the coordination of annual internal program evaluation review process.
Data Management and Reporting:
Oversee the overall administration of the agency’s client management system. Manage full implementation of the database system; create the data base architecture and data entry protocols; oversee database training plan for staff; ensure staff have queries and reports needed to review data. Provide training and technical assistance and support WAA programs to ensure that data is collected efficiently and effectively and program outcomes are aligned with Agency priorities.
Compliance and Monitoring:
Lead the development and implementation of policies related to grants and contracts management. Ensure: compliance with all federal, state and local government contracts and regulations along with oversight of sub-contracts, monitoring and reporting while developing/supporting a learning culture that will create opportunities for staff to engage with data authentically and inform decision making; Compliance of contract special conditions and standards; Coordinate external funder audits and monitoring visits, corrective action items are resolved by program staff and confidentiality Policy is enforced and protection of client data is maintained.
Administrative:
Advise the Executive Director on contract compliance. Support the Executive Director and VP of Program Operations on special projects and initiatives as assigned. Attend program, funder and Agency meetings as required. Participate in collaborative endeavors with agencies and programs.

Qualifications:
1. Bachelor’s Degree in Social Sciences with an additional (3) years of related experience (over the minimum noted below) or a Master’s Degree in Social Sciences or a related field.
2. Minimum of (4-5) years experience in Grants Management, Program Development and/or Evaluation of Service Delivery in the nonprofit social services sector.
3. Two to three (2-3) years supervisory experience.
4. Advanced Microsoft Excel skills.
5. Experience in developing and/or facilitating trainings preferred.
6. Proficient in researching, interpreting and analyzing diverse data.
7. Experience administering and managing a database system(s) required.
8. Ability to work collaboratively and independently to achieve stated goals.
9. Excellent interpersonal skills. 10. Bilingualism (Spanish/English) a plus.
10. Must satisfactorily pass and maintain criminal (state & FBI) and child abuse clearances, and complete DV Advocate Training (JARS), required.
Full Time 40 hours/week Monday - Friday
Salary Range $72,000 - $79,000 + Benefits
