BASIC FUNCTION:
Reporting to the Associate Vice President of Facilities and Capital Projects the Director of Emergency Management and Environmental Health & Safety is responsible for the leadership, administration, management, training, and supervisory oversight of all services and functions of the institution’s programs related to: emergency management and environmental health & safety. The Director provides and directs comprehensive emergency management and environmental health and safety programs for Claremont McKenna College and at all of its properties, leased or owned, to guide College programs, activities, and services in a safe and effective manner for our students, faculty, staff, and visitors.
The Director serves as the content expert on all emergency management matters including related laws, rules, regulations and requirements. She or he develops, organizes, directs and coordinates the College's Emergency Management Program, including the incident command structure, training, and emergency and disaster response.
In addition, the Director shall supervise the EH&S Manager and is ultimately responsible for providing technical guidance, training, inspection, and risk analysis for College programs, activities, and services to ensure compliance with all environmental and health regulations and also serves as the primary College liaison with Federal, State, and local agencies having jurisdiction (i.e., Environmental Protection Agency, Occupational Safety & Health Administration, etc.,).
DESCRIPTION OF DUTIES AND RESPONSIBILITIES:
ESSENTIAL FUNCTIONS:
The Director of Emergency Management and Environmental Health and Safety works independently and collaboratively to perform the following essential duties and responsibilities:
  • Develop and implement, a comprehensive, all hazards, NIMS-Compliant emergency management program, including:
  • Development and maintenance of the College’s Emergency Operations Plan Document + any Hazard-Specific or Functional Annexes + any other policies and procedures including annual updates to the risk assessment profile (likelihood, impact, velocity, etc.)
    • Annual (or over 5-year) training and exercise program, including, where feasible and appropriate, coordinated exercises with TCCS member institutions and with outside agencies
  • Leads campus emergency preparedness initiatives, coordinating the incident command structure and training, and emergency and disaster response on behalf of the College
    • 24-hour, on-call response to perform emergency management functions and related duties during an emergency, including serving as Emergency Manager in the College’s Emergency Operations Center
  • Establishes strong collaborative working relationships with all facets of the CMC community and local stakeholders in diversity, equity and inclusion, mental health, crisis intervention and communications, CMC Public Safety, TCCS Campus Safety, local police, fire, and emergency responders
  • Develops and maintains a training and exercise program to prepare for emergency operations
  • Responsible for fiscal management of budgets related to emergency management and environmental health and safety
  • Coordinates, prepares and executes local government programs which involve the training and education of individual citizens and of business, industry, and private organizations in individual and collective response in an emergency
  • Prepares Emergency Management follow up reports and conducts “hot washes” debriefs with appropriate College and community constituencies
  • Maintains a reference file of general emergency preparedness, emergency response, national security (attack preparedness/weapons of mass destruction), and similar emergency management publications as guidance documents
  • Provides management oversight for all aspects of the College’s environmental health and safety programs including development, implementation, administration, and evaluation
  • Directs and oversees environmental health and safety programs to maintain compliance with occupational, environmental, and other safety standards issued by agencies having regulatory jurisdiction over the campus. This includes development of policies, procedures, guidelines, and training to ensure activities are conducted safely and in compliance with regulatory requirements
  • Directs and oversees, leading where necessary, chemical hygiene, biosafety, hazardous material safety and management programs including development of policies, procedures, guidelines, and training to ensure activities are conducted safely and in compliance with regulatory requirements
  • Ensures overall compliance with all hazardous waste handling requirements including sampling and disposal regulations
  • Responds to hazardous material releases
  • Directly oversees and is responsible to provide, leading where necessary, safety inspections and risk analysis services for all campus facilities and grounds as well as construction sites. To include identification of safety hazards, risk/loss exposure, and abatement/mitigation strategies.
  • Oversees management of the campus EPA Municipal Separate Storm Water Sewer Systems Program (MS4) in collaboration with other units within Facilities Development & Operations
  • Oversees management of the California State Fire Marshal Title 19 Annual Building Inspection Program including processing safety correction notices, communication with pertinent parties to resolve issues, and documentation of corrections
  • Oversees and manages all required facility inspections, program audits, and other environmental health and safety-related inspections by regulatory agencies having jurisdiction (i.e., CalOSHA, EPA, State Fire Marshal, State Water Board, County Public Health, etc.,)
  • Oversees procurement and/or production of all documents, training manuals, brochures, posters, etc., required for environmental health and safety programs
  • Maintains accurate and current Incident Operations Plan (IOP) document;
  • Works in close collaboration with Director of CMC Public Safety, who is as the primary College liaison to LACFD, Claremont Police Department, and all other law enforcement agencies in non-emergency situations
  • Serve as primary emergency management College liaison to other Claremont Colleges as it relates to Emergency Management
  • Develop relationships with local, state, and federal public agency departments;
  • Works collaboratively with the Associate Vice President for Facilities and Capital Projects in planning and implementing the incident management plan
  • Interfaces with the Environmental Health and Safety Manager to obtain supply inventories information, inform supply needs, utilize training programs, and collaborate on management of incidents involving environmental health
  • Provides regular and ongoing training to the groups identified in the IOP;
  • Provides necessary project management and support for all emergency preparedness projects and working groups
  • Collaborates with CMC Public Safety, TCCS Campus Safety and the other Claremont Colleges departments to coordinate preparedness efforts across The Claremont Colleges
  • Coordinate, develop, and provide for delivery of emergency training to all campus personnel
  • Maintains an awareness of the responsibilities and support the needs of the College's senior administration, including its core emergency management planning, response, and recovery teams and working groups
  • In the event of an activation of the College's Incident Operations Plan, serves as Incident Manager and manages the College's activities to support response and recovery in relation to those incidents (e.g., earthquake, fire, utility disruption, etc.)
  • Maintains website updates and provides information for emergency preparedness
QUALIFICATION STANDARDS:
EDUCATION: Bachelor’s degree in Environmental Health & Safety, Emergency Management-related fields, or a directly related field OR which may be obtained through equivalent experience. Master’s degree in Environmental Health & Safety, Emergency Management, or a directly related field preferred.
REQUIRED QUALIFICATIONS:
  • Designation as a Board-Certified Safety Professional (CSP)
  • Seven years of professional work experience associated with progressively responsible management of multi- faceted environmental health and safety programs in a large, complex organization, including management of staff
  • Current certifications in CPR, AED and basic first aid.
  • Certification of FEMA NIMS incident command system
  • Training IS-100, 200, 700 and 800 or equivalent at time of hire and completion oflS-300 and IS-400
PREFERRED QUALIFICATIONS:
  • Designation as a Board-certified Industrial Hygienist (CIH) and/or Registered Environmental Health Specialist (REHS) by the California Department of Public Health
  • Designation as a Certified Asbestos Consultant (CAC) by the California Division of Occupational Safety & Health
  • Experience in the management of a broad spectrum of environmental health and safety programs inclusive of Emergency Management typical of a college or College, or other large-scale, multi-facility complex organization
LICENSES:
A valid driver’s license or equivalent means of reliable transportation to off-site meetings and events is required.

HOURS: The regular hours for this full-time position are 8:00 a.m. to 5:00 p.m., Monday – Friday. Holiday, weekend and evening work hours may be required. Regular hours may vary and exceed 40 hours per week due to needs of the College. This is a 12-month position. Position may serve in the on-call rotation.

A CSA is a key partner in helping the College comply with the requirements of the federal Clery Act, the goal of which is to provide information about safety and crimes on campus. Because crimes are often reported to employees who are not law enforcement or campus safety officers, the Clery Act obligates the College to identify who on our campus is likely to receive such reports and inform them of this role and responsibility and train them on what to do with that information. As a result of this designation, upon hire, and periodically thereafter, you are required to take the Clery Act training course. Such online course will be assigned to you and will need to be completed within the first six months of your employment.
Physical Requirements: Moderate (20-50 lbs.); May be exposed to noise > 80dB TWA; May work at heights 4 - 10 ft., May need to navigate around construction sites and wear appropriate PPE.
SUPERVISORY RESPONSIBILITY: Supervise non-exempt level staff, and external vendors.
