Culmen International is looking for a Director of Behavioral Health to provide exemplary leadership of an Influx Care Facility (ICF) located in Texas. The Director of Behavioral Health will oversee the Behavioral Health Services of a newly converted ICF housing migrant youths. Our ideal candidate will bring deep experience running a behavioral health clinic or other care facility.

Services to be provided overall by the Contractor for the Influx Care Facility include but are not limited to: Line of Sight Supervision, Case Management, Medical, Behavioral and Mental Health, Educational, Recreational, Logistics, Food, Laundry, and Security Services.
Roles and Responsibilities:
  • Generate and manage a facility wide clinical behavior management plan.
  • Supervise clinicians and oversee individualized behavior and treatment plans.
  • Hire and train clinicians, including providing ongoing training.
  • Ensure that all Office of Refugee Resettlement (ORR) policies and procedures are adhered to.
  • Create, establish a process for, and keep adequate records of a behavioral health intake assessment to align with the medical intake exam each child will receive on their arrival (within 48 hours) into the facility.
  • Coordinate directly with the other directors (Medical, Case Management, Educational Services, Line of Sight, Food Services, to provide culturally relevant and age-appropriate interventions.
  • Develop and provide oversight of the onboarding process to ensure new employees are certified and registered appropriately
  • Ensure all behavioral health staff provide trauma informed care and culturally sensitive interventions.
  • Ensure all site staff working with children understand trauma informed care relevant to their areas.
  • Provide mental health support resources to staff.
  • Establish a clear reporting process to efficiently address and report and mental health emergencies.
  • Culmen and ORR have a zero-tolerance policy for discrimination based on race, sexual orientation, religion, or other affiliation. Ensure all managed staff adhere to and are aware of this policy.
Required Qualifications
  • 5 + years of management experience at a youth care provider facility, ABA behavioral health clinic, Behavioral health hospital, childcare entity, community-based home, or juvenile residential facility
  • 2 years of postgraduate direct service delivery experience or a Master’s degree OR Ph.D. in psychology, sociology, OR other relevant behavioral science in which clinical experience is a program requirement, plus 2 years of postgraduate direct service delivery experience/OR bachelor’s degree plus 5 years clinical employment experience in the behavioral sciences. Must have supervisory experience and be licensed to provide clinical services.
  • Bilingual (English/Spanish)
  • Knowledge of and experience working with principles of learning and behavior
  • Basic knowledge of appropriate and abnormal development
  • Empathetic and compassionate individual with the ability to maintain confidentiality
  • Must be able to maintain a flexible work schedule
  • A completed FBI fingerprint check of national and state criminal history repositories
  • A completed Clean Child Abuse and Neglect (CAN) Check
  • A child protective services check with the staff’s State(s) of U.S. residence for the last five years
Preferred Qualifications
  • 5+ years of experience working with the Department of Health and Human Services (HHS) either as a contractor, civilian, or as a grantee
  • Experience as lead clinician or leader at HHS ORR Emergency Intake Shelter (EIS) or an Influx Care Facility (ICF)
