Department Description: We are hiring a Director of Agency Staffing Operations to provide support and direction on the Hill Valley Healthcare's Staffing Agency. This role will support agency staffing at all levels, for both clinical and non-clinical positions. You will partner closely with the business to help meet our goals, drive accountability, provide coaching from a talent perspective, and increase brand awareness.
Job Summary: Responsible for overseeing agency staffing operation activity for all role based vacancies at identified entities, including Clinical and Non-Clinical positions. Ensures diverse high quality hires, efficient hiring practices, effective recruitment technology, creative marketing strategies, and compliance with internal policies and government regulations. A strong leader who will manage a high volume staffing agency who are focused on providing excellent customer service to our facilities and partners. This role will provide vision, strategic leadership, and practical experience to talent acquisition infrastructure.
Essential Responsibilities:
- Develop and implement cost-effective agency staffing strategies ensuring effective and creative sourcing, evaluation, and selection of the most qualified and diverse talent for your assigned entities.
- Direct and oversee development, implementation of staffing agency programs to attract and retain staff while leveraging recruitment resources.
- Develop appropriate metrics and tracking mechanisms, service-level agreements and other planning and measurement tools to build accountability and measure results, impact and cost-effectiveness of the hiring process and staffing agency team.
- Lead with a continuous improvement mindset, involving the staffing agency operations in identifying process improvements in our hiring practice that will reduce the time to fill and increase the quality of candidates/new hires, such as standardization of the hiring process and improved interviewing tools.
- Identify and oversee development and delivery of appropriate learning and reference tools, policies, practices and procedures for staff to deliver timely and effective recruiting, hiring and workforce planning
- Provide strategic direction, talent acquisition expertise, and guidance to key stakeholders on strategic and emerging talent acquisition trends, benchmarks, and other agency staffing issues.
- Ensure compliance with EEO and other regulatory requirements.
- Has the responsibility to lead and support managers and directors in developing and improving operations to create optimal performance levels.

Responsibilities include but are not limited to:
- Partner with senior leaders across the business to identify agency staffing needs and create a staffing strategy for both clinical (nursing) and non-clinical for Skilled Nursing Facilities positions.
- Build and maintain a network of potential agency staffing candidates through proactive market research, sourcing, and ongoing relationship management.
- Create talent pipelines by utilizing various sourcing channels, networking groups, candidate referrals, university relationships, and other recruitment marketing ideas.
- Conduct interviews with potential candidates via phone screens.
- Develop sourcing strategies that continually replenish the candidate pipeline based on market conditions and the needs of the business.
- Partner with the leadership team to drive efficiencies for agency staffing operations.
- Partner with the leadership team to understand succession gaps and necessary pools.
What you offer:
- A minimum of 5 years of staffing agency operation experience
- While this is a communications based role, an eye for talent analytics is a plus! (candidate data and reporting)
- Must be comfortable with high volume agency staffing.
- Experience partnering and managing relationships with multiple vendors for additional support.
- Exceptional communication, organizational and follow-up skills are required for this role.
- You thrive on the challenge of balancing multiple projects in a fast-paced and time-sensitive environment.
- As a professional in agency staffing, you will have a strong level of resiliency.
- Experience or understanding of working with a unionized population is a plus.
Required Qualifications:
- Bachelor's degree required.
- 5-8 years related work experience in healthcare agency staffing operations with Licensed Nurses, CNAs and other staff for Skilled Nursing Facilities required and 1-3 years supervisory/management experience required.
- Need to be able to prioritize searches and willing to travel to facilities in the area.
- Knowledge of local, state, and federal employment laws.
- Experience with computer systems required, including web based applications and some Microsoft Office applications which may include Outlook, Word, Excel, and PowerPoint.
Preferred Qualifications: Staffing agency operations leadership experience in Healthcare organizations is a plus

Customer Service: Ability to lead operational initiatives to meet or exceed customer service standards and expectations in assigned areas and/or across multiple areas in a timely and respectful manner.
