DEVELOPMENT TECHNICIAN

The County of Spartanburg, South Carolina is recruiting for the position of Development Technician. Graduation from high school required. Technical College or Associates Degree in a related field and/or work in a local planning office highly preferred. Familiarity with urban planning preferred. Experience with Word, Excel, Access, Power Point ArcGIS, and Tyler Technologies products Munis and EnerGov preferred.

Under general supervision, performs a variety of difficult, skilled support duties in handling a variety of assignments in the Current Division of the Planning and Development Department. Directs customer traffic, provides front line customer service with the County’s zoning and subdivision programs; must be familiar with codes and regulations, especially those related to zoning and subdivisions and other matters of public concern. This is a Current Development Division support position with knowledge and responsibilities in the area of land development.

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires fingering, reaching, standing, walking, lifting, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, the operation of motor vehicles and office equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

ESSENTIAL FUNCTIONS and TYPICAL TASKS:

· Provides excellent customer service by receiving and screening department phone calls; greets and assists callers and department visitors with development questions; after assisting, directs callers and walk-in visitors to appropriate persons or departments for additional assistance, assists all walk-in customers with answers, ordinance information, application forms, appointments with review staff (if they are not able to assist immediately).

· Prepares initial development project folders/digital records for those seeking divisions of land, site plan approval, approval of a change in use, zoning approval, land use complaints, etc.

· Quality controls and/or enters subdivision and zoning/development projects applications into project tracking software. Ensures all application packets being submitted, whether paper or digital, are complete.

· Recognizes the various types of plats and site plans and knows the appropriate review staff and process for each. Directs customer appropriately.

· Conducts basic research such as correct jurisdiction, flood plain, easements, airport environs, zoning information, etc.

· Provides correct information for second structures, personal use buildings, and accessory uses to Building Codes.

· Sets appointments for applicants/customers with appropriate staff after fully determining customer

needs; relay said information to the staff member.

· Reviews and stamps counter plats and exempt plats; recognizes and researches issues appearing on counter plats and, as necessary, seeks input of supervisors, the Register of Deeds, the Assessor’s Office, etc.

· Performs tasks as needed to assist the functional team, as well as the Current Planning Division.

· Recognizes and resolves issues with counter plats, as necessary, with legal staff, Register of Deeds, Assessor’s Office, etc.

· Assists customers at EnerGov kiosks.

· Performs other duties as required.

KNOWLEDGE, SKILLS AND ABILITIES:

Must possess strong interpersonal skills and the technical ability to support Spartanburg County’s land development and zoning processes; Must possess organizational and multi-tasking skills; Must be able to learn regulations found in the Spartanburg County Unified Land Management Ordinance, the Performance Zoning Ordinance, and the Subdivision Regulations and related rules and regulations and relate them effectively to customers; Must be able to read plats and site plans. Must possess a familiarity of departments and agencies involved in the zoning and development review processes. Must have the ability to establish and maintain effective working relationships with associates, the development community, representatives of other public agencies, and the general public. Knowledge in plat review and research; familiarity with the records in the Register of Deeds Office, the Assessor’s Office, and Building Codes Office.
