Under the direction of the Regional Medical Director (RMD), works with the RMD to provide the overall strategic and programmatic direction of the region. Provides advanced (senior-level) leadership work in planning, implementation, supervision and monitoring all operational activities of the region. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgement. Responsible for the managerial direction of comprehensive evidence-informed public health programs and service activities for the region. Responsible for policy development and interpretation, coordinating services with local health departments in the region, and regularly monitoring the use of resources to impact public health. In the absence of the RMD, the Deputy Regional Director will act on his/her behalf, except in situations that under law or applicable policy require the services of a licensed physician. Directly manages regional Program Managers and other designated staff. Provides daily leadership to regional teams, facilitating meetings and communicating with internal and external public health partners to meet identified objective and maintain public health functions. Member of the Incident Command Structure in response to public health emergencies. Must comply with HHS, DSHS, and Texas Department of Public Safety applicable policies/procedures/standards.


Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Works with the RMD in developing, directing, and implementing public health strategic goals and objectives for the region. Provides leadership and supervises senior regional program managers. Responsible for programmatic oversight, management and evaluation of program activities to assure effective and efficient use of regional resources to meet program goals. Develops work plans and uses strategic planning tools working with management staff to meet program goals and evaluate each program’s overall effectiveness. Designs, approves and ensures the timely and accurate submittal of program reports and documents. Identifies and implements changes to improve program operations. Maintains and enhances program operations. Monitors staff work with community stakeholders to ensure appointment of local health authorities and the establishment of community coalitions that increase public health infrastructure. Ensures that performance measures are accomplished and develops corrective action plans to remediate any deficiencies. Ensures these programs provide and maintain essential public health services across Public Health Region 4/5N in a cross-cutting model. Ensures appropriate public health responses to routine and emergency issues. (45%)

Responsible for the direction of administrative operational activities for the region. Assists with and provides consultation and technical assistance on business practices, policy interpretation, and budgeting to all levels of supervision and management. Provide guidance and direction on human resources recommendations for rewards, corrective or disciplinary actions. Ensures that human resource policy is complied with across the region and approve human resource recommendations including the selection process, promotion/ re- classification, merit rewards, and other personnel matters. Consults with HR, legal, and civil rights offices as necessary. Assures regional new employee orientation, staff development opportunities and continued required licensure training and program accountability for program staff. Develops performance plans and evaluates employees according to human resource policy and procedures. Supervises and provides daily leadership to coordinated program budgetary and administrative support staff. (35%)

Provides feedback and information to the Regional Medical Director and Division office on issues or barriers to service delivery and program performance, providing program related data/statistics for management decisions in areas such as budget, personnel, legislative and customer complaints. Serves on statewide agency initiatives and work groups. Plans and organizes public health services based on identified community needs. Establishes public health stakeholder conference calls, and facilitate public hearings. Provides information/orientation on services and programs as required, including making assignments to staff and consolidating for a regional response within time frames and according to expectations. Provides consultative services to Local Health Departments for implementation and completion of assigned. May interact with and represent the region with central program managers, elected officials, media, and other community stakeholders. (10%)

Oversees and manages coordination with HHSC Regional Administrative Services Center (RASC), including serving on committees, representing DSHS at meetings and providing information to RASC for the assurance of safe working environments in fleet management, facility management, emergency response, inventory and other coordinated functions. (5%)

Other duties as assigned include, but are not limited to, being required to work other than normal business hours in order to respond to public health emergencies. May require an alternate shift pattern assignment and/or location. Actively participates and/or serves in a supporting role to meet the agency’s obligations for disaster response/recovery/Continuity of Operations activation- requires completion of at least Incident Command System 100, 200, 700 and 800 courses. Maintains compliance with DSHS Policy, Fleet Operations and Management & Procedures and Standards, and a current valid Texas Driver's License. Maintains compliance with DSHS Immunization Policy. Other duties as assigned. (5%)

KNOWLEDGE OF: Structure and functions of Texas local, regional and state public health structure. Evidence-informed public health practices and guidelines. Utilize and model the quality principles, concepts and processes in the management of diverse program managers and in interaction with community partners.


Registration or Licensure Requirements:
Must possess a valid Class C Texas driver license, or equivalent license from another state.


Initial Selection Criteria:
Bachelors degree from an accredited college or university in public health, health sciences, public administration, healthcare administration, social services, nursing or other related field. (required)

Masters or Doctoral degree from an accredited college or university in public health, health sciences, public administration, healthcare administration, social services, nursing or other related field. (preferred)

Experience working in a public health setting with increasing responsibilities and a leadership role. (required)

Experience in budget and personnel management. (required)

Experience in managing multiple programs in a public health or healthcare setting. (preferred)

Experience in disaster response activities. (preferred)
