Transit America Services, Inc. is currently seeking a Deputy General Manager of Mechanical Maintenance. This position will be located in the San Jose, CA area and will be responsible for managing the maintenance of a fleet of passenger rail vehicles and have overall responsibility for ensuring the maintenance of the mechanical shops and facilities in San Jose, CA, San Francisco, CA and Gilroy, CA.

Deputy General Manager of Mechanical Maintenance plans, administers, and supervises a large locomotive maintenance facility and manages an organization properly structured, trained, and motivated to meet the Department objectives for superior performance in safety, equipment reliability, and shop craft productivity.

Duties and Responsibilities:

  • Oversees the direction, scheduling, production, cost control, and quality control for TASI’s Caltrain Project
  • Coordinate, organize and maintain production schedules while operating at required levels of service.
  • Manage both Life Cycle Maintenance and condition-based maintenance programs for the fleet.
  • Ensure timely and efficient provision of fleet required for commuter services in compliance with FRA regulations and agency guidelines.
  • Schedule, manage and direct a unionized workforce and, management and administrative employees.
  • Responsible for quality programs compliant with 49 CFR Parts 229 and 238 and workmanship and materials standards, including 243 training.
  • Responsible for hands-on training of other employees.
  • Represent TASI at project planning meetings with HTSI, third party and client staff.
  • Prepare project updates for HTSI management and client staff
  • Plan and track project budgets including labor usage.
  • Guide and mentor staff.
  • Ensure a strong safety culture with participation from management and craft
  • Ensure safe working environment and enforce all rules, policies, and procedures.
  • Lead team for full integration of mixed fleet services, electrified and diesel
  • Recommends the purchase of equipment and the modification of existing facilities for attaining quality, efficiency, and production goals.
  • Resolves grievances, time claims, discipline problems, differences in interpretation of agreements, and conflicts between crafts regarding jurisdiction of work.
  • Assists in the employment of qualified personnel for all crafts, fulfilling EEO requirements, administering agreements, training student mechanics, and recommending candidates for promotions to supervisors.
  • Ensures efficient and prompt repair of equipment consistent with contract requirements and continued changes and/or improvements in maintenance procedures to provide more reliable and economical unit repair and performance
  • Other duties as may be assigned.

Qualifications:

  • 10 Years relevant prior experience in leadership role of passenger rail vehicle maintenance, including supervision of a unionized workforce, and general management of a large operation.
  • Proficiency in MS Office,
  • Strong organizational, interpersonal and leadership skills required.
  • Requires excellent written and verbal communication skills.
  • Demonstrate ability to get results
  • Ability to development, implement, and track policies, procedures, and initiatives.
  • Demonstrated teambuilding experience.
  • Kaizen/LEAN, Six Sigma training.

Pre-Employment Requirements:

  • Subject to pre-employment background check and motor vehicle report review.

  • Successfully complete and maintain any required safety certification and testing on an annual basis.

  • Perform light work, occasionally exerting up to 20 pounds of force.
  • Able to walk on uneven surfaces.
  • Occasionally ascend/descend step ladders and/or stairs.

  • Must successfully pass color/vision examinations as required by the position.
  • Must be able to hear and distinguish auditory signals.
  • Able to work in conditions with loud noise; work on/around heavy/moving machinery.
  • Able to work outdoors in all weather conditions (hot, cold, rain, snow, and sleet).
