General Definition and Conditions of Work
Position Description
This is an exempt position with the responsibility to assist the Finance Director in all areas of financial management and operations. Work involves performing complex professional accounting and fiscal management duties, as well as some oversight of day-to-day financial and accounting operations, including General Accounting, Accounts Payable, Accounts Receivable, Contract and Bid Management, and Budget Development and Management. Supervision exercised directly over Accounting and Grants Supervisor; and indirectly over the Staff Accountant and Accounting Technician. Other duties include performing special projects as assigned.
Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires reaching with hands and arms and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic). Essential Functions
Depending upon assignment, the incumbent may perform some or all of the following duties, which are a representative sample of the level of work appropriate to this class.

Manage accounting cycle including, ensuring journal entries and adjustments are properly recorded, monthly financial budget statements and special purpose reports. Maintain, analyze and reconcile all subsidiary and general ledger accounts and bank statements.
Assist in preparing and maintaining a number of budgets including, compiling data, analyzing reports, researching information, preparing statistical data, and forecasting budget projections. Ensure all funds are balanced and operating. Suggest changes to operating budgets to Finance Director and Town Manager. Attend internal budget reviews and meetings.
Develops 5-year Capital Improvement Plan through gathering and analyzing data; demonstrating financial understanding; monitoring financial budgets; analyzing cost-benefit productivity and funding appropriation; and providing reports and documentation of annual budget.
Oversee the annual audit process to include: reviewing year end accounting records; making adjusting journal entries; preparing audit reconciliations and schedules; works closely with the auditor during audit field work, verifying the audit document is complete and accurate; compile the Comprehensive Annual Financial Report and work with the auditor in the preparation of the report.
Review accounting and treasury policies and procedures to ensure that adequate internal controls are developed and maintained.
Participate in the planning, organizing and review of department policies, goals, objectives, systems and procedures; recommend changes as necessary.
Prepare and complete financial and cost analyses as necessary; monitor fiscal operations for compliance with generally accepted accounting principles.
Direct and review financial record keeping activities such as purchasing/accounts payable, accounts receivable and fixed assets
Communicate effectively and in a timely manner with the Finance Director on issues related to effective financial management of Town funds
Provide backup for other clerical and accounting functions as necessary and other duties as assigned.
Provides daily supervision of Accounting and Grants Supervisor and accounting functions.
Responsible for approving invoices for payment and supervising the finance department in absence of Finance Director.
Make written and oral presentations to Town Council, as needed.
Education and Experience
Minimum Qualifications and Experience

Bachelor's degree in accounting, finance, business, public administration; and,
Four or more years of related fund accounting experience

Additional Preferred Skills

Master's Degree (MPA, MBA) preferred
Local government and fund accounting experience
Knowledge of performance measurement / management, priority-based budgeting, and using data to make budget decisions
Proficient use of Microsoft Word and Excel applications.
