The Department of Transitional Assistance (DTA) is seeking detail-oriented leaders for the position of Deputy Director of Fraud Investigations. The ideal candidate will plan, manage, coordinate, monitor and evaluate the Fraud Overpayment Referral and Screening (FORS) Unit and the Administrative Disqualification Unit which includes directing and overseeing daily program operations.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Assist in identifying annual program operational goals, priorities, and strategies.
  • Develop an implement operational policies and procedures, and process improvement opportunities.
  • Supervise staff and provide policy guidance in day-to-day fraud investigations and program operations.
  • Decide validity of Food and Nutrition Service (FNS) findings and corrective action recommendations.
  • Advise and collaborate with other DTA managers and represent DTA on interagency workgroups, special projects, with the state and federal government and the general public.

Preferred Qualifications:

  • Knowledge of FORS and Administrative Disqualification processes, management, operations, principles, and practices.
  • Knowledge of project management principles, practices and methodologies.
  • Knowledge of state and federal fraud investigation regulations, policies, and procedures and state and federal policies involved in determining DTA benefits.
  • Knowledge of reporting systems and best practices.
  • Knowledge of management principles and practices and operational planning processes.
  • Knowledge of statistical report writing and computer programming languages.
  • Knowledge of quality assurance and quality control principles and practices.
  • Ability to design and implement training and development programs.
  • Ability to design and implement data collection, analysis and reporting strategies.
  • Ability to design and implement business process improvement and redesign programs.
  • Ability to present facts and recommendations effectively in oral and written form.
  • Skilled in problem solving, consensus building, conflict resolution and team building while working under strict time constraints.
  • Ability to design and implement business process improvement and redesign programs and change management processes.

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
