PURPOSE:
The Deputy Chief of Day and Employment Program Operations, Adult Services is responsible for strategic direction and oversight of program operations and service delivery for Little City Foundations adult day and employment services. This role defines and executes operational vision and strategy and is accountable for business growth, quality, inclusion and integration across agency controlled and in-community environments. Accountable for key performance indicators and achievement of individual, department and agency outcomes within employment, education, recreation, leisure and other programs and services for individuals with disabilities. Ensures service delivery and environments exceed the needs, interests and choice of persons served. This position directly supervises Director of Employment, Assistant Directors of Day Services, and Operation Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Advocates for, promotes and protects the rights of all individuals by assisting people with disabilities to lead self-directed lives, achieve personal goals and contribute to the community by encouraging attitudes, beliefs and behaviors that enhance inclusion.
2. With the Chief Program Officer, develop, implement, and monitor Little City Foundations strategic plan by establishing and achieving goals, objectives and tactics necessary for business growth, quality and outcome achievement.
3. Define and execute day and employment programs long-term operational vision and strategy, including new services, resource management, space utilization and development of systems which monitor, correct and improve outcomes and oversight of program operations.
4. Directly interface with Board of Directors in strategy, employment growth, and new opportunity assessment.
5. Advocate and collaborate with external agencies to advance policies and opportunities for individuals with disabilities including IARF, ARC, and Intersect.
6. Interface directly with parent organizations, school administration and boards, local and trade association events, including area chambers, business advisory committees, conferences, seminars and other networking events to further awareness and education (including presentations and panel representation).
7. Design, plan and implement environmental efficiency / efficacy defining and aligning settings with available resources, program models and participant needs. Includes employment center expansion outside Cook County.
8. Responsible for fiscal sustainability/financial performance and budgets of Day and Employment program operations.
9. Monitor and act upon emerging trends and/or service gaps in community services, along with federal and state regulatory requirements as it pertains to adult programs and services offered.
10. Will oversee and partner in the decision-making process for best programs and match for those served within the community and those we serve in the Adult Residential program.
11. Participate in the development and implementation of quality assurance measures to ensure best practice - analyze and react to key performance indicator (KPI) data and metrics related to achievement of goals.
12. In conjunction with transportation, defines and creates logistic strategy for fleet utilization and service delivery.
13. Develops and maintains relationships with external entities (vendors, businesses, community support agencies, stakeholders and community members) which serve to maximize the Page 3 of 4 quantity and quality of services provided and increase the diversity within the array of services offered.
14. Hire, train, supervise and evaluate performance of management team responsible for execution of program design. Ensure that all activities related to staff supervision, including training and performance evaluation are executed in a timely and accurate manner and in accordance with Agency policies and procedures and all applicable Federal & State licensing regulations and accreditation standards.
15. Maintain thorough knowledge of and compliance with Accreditation, State and Federal regulations including but not limited to Council on Accreditation of Rehabilitation Facilities, Department of Labor, Department of Human Services (Divisions of Rehabilitation Services and Developmental Disabilities), Bureau of Accreditation, Licensure and Certification, Bureau of Quality Management, Occupational Safety and Health Administration, Centers for Medicare and Medicaid Services, Department of Public Health and Office of Inspector General.
16. Exhibit exemplary leadership, promoting a positive and optimistic culture, inclusive of all, and in which policies and procedures that promote Little City Foundations mission and vision are upheld.
17. Maintains a working knowledge of the Union Contract and operates within the contractual agreement.
18. Maintains annual American Heart Association certification in First Aid and CPR.
19. Successfully completes Little City Foundation required training, re-training, and any additional training as required by Little City Foundation policies and practices, or as assigned by his or her immediate supervisor.
20. Other duties as assigned by supervisor.
MINIMUM QUALIFICATIONS:
A Masters degree in Human Services or other, as well as a minimum of eight (8) years of management experience, preferably in the provision of services for persons with disabilities. Experience in employment services with Department of Rehabilitation Services (DRS) contracts and grant understanding desired. Must possess strong skill sets in written and verbal communication, interpersonal relations, business acumen and superior knowledge of word processing, spreadsheet and visual presentation platforms. Must manage multiple priorities, respond well to ambiguity and demonstrate a positive, self-driven initiative. Must display superior work ethic and comfort in leading functional culture change and program evolution. This position directly supervises Director of Employment, Assistant Directors of Day Services, and Operation Manager.
PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:
While performing the duties of this job, the employee is subject to sitting, walking, and standing for prolonged periods; frequently grasps, lifts, holds, or feels objects; occasionally stoops, kneels, crouches, or crawls. The employee frequently is required to use manual and finger dexterity and eye-hand coordination when working with persons served and handling office, medical, or household equipment. The employee is subject to assist and lift up to 30 pounds with varying amounts of assistance on a reoccurring basis. The employee is required to have corrected vision and hearing within normal range and the ability to operate a motor vehicle. Must have the ability to perform CPR and CPI. Generally, no occupational exposure to blood, body fluids, communicable diseases or other potentially infectious substances, but may require performing unplanned Category III tasks (Category II). Typical office environment. The physical demands described here are representative of those that must be met by an employee to perform successfully the essential functions of this job.
