The Washington State Office of Superintendent of Public Instruction (OSPI) seeks Data Consultant 3 to join the OSPI team. These full-time positions are based in Olympia, Washington and may be eligible for a partial telework schedule. Telework is a combination of in-building and off-site days. Position Overview
These positions provide technical assistance, data support, data reporting, and evaluation and research support to OSPI, school districts and other education stakeholders. These positions works closely with OSPI program staff to ensure analysis are meaningful and useful and support OSPI’s priorities. These position are responsible for providing accurate and timely data analysis and program evaluation to improve services provided to schools and districts. These positions also works closely with internal teams to support effective data management and collection efforts resources, and support in collaboration with internal and external partners.

Key Responsibilities
Support the data needs for team members in multiple departments to include OSSI, the Office of Migrant Education (OME), the Office of Special Education, the Office of Bilingual Education (OBE), and the Office of Native Education (ONE), to inform implementation and best practices. Tasks include:
  • Work with the offices in OSPI to support data use, analysis and reporting of student and school information
  • Provide technical assistance to district and agency staff in planning, gathering, analyzing, interpreting and reporting information
  • Collect, clean, and analyze data
  • Create data visualizations using Tableau, R, and MAXQDA
  • Communicate key findings with data stakeholders using a variety of formats, including, but not limited to, reports, presentations, and briefs
  • Conduct original data collection using appropriate qualitative and quantitative techniques
  • Design implementation studies that use qualitative and quantitative data
  • Complete other duties as assigned. Other duties may include participation on data-related committees and working collaboratively with other offices in OSPI


Required Qualifications:

  • Bachelor’s degree in computer science, statistics, business administration, public policy or administration, a social science, or related field; strong computer programing skills; a strong data collection, management, and analysis background;
  • Two years of progressively responsible experience in data management, data analysis, research and evaluation, or any combination of experience and training which provides the applicant with the knowledge, skills, and ability required to perform the work;
OR

  • Associate’s degree in computer science, statistics, business administration, public policy or administration, a social science, or related field; strong computer programming skills; a strong data collection, management, and analysis background;
  • Four years of progressively responsible experience in data management, data analysis, research and evaluation, or any combination of experience and training which provides the applicant with the knowledge, skills, and ability required to perform the work;
OR

  • Strong computer programming skills; a strong data collection, management, and analysis background;
  • Six years of progressively responsible experience in data management, data analysis, research and evaluation, or any combination of experience and training which provides the applicant with the knowledge, skills, and ability required to perform the work

AND


  • Ability to manage multiple projects simultaneously over long periods of time
  • Ability to work under pressure and meet established deadlines
  • Ability to learn new tasks and approaches to work
  • Ability to participate as a team member


Preferred/Desired Qualifications:
  • A Master’s degree in education, public policy, or social sciences
  • Prior district, school, or teacher leadership experience—preferably in schools that effectively served a diverse student population
  • Experience collecting, analyzing, and utilizing education-related data to guide support and strengthen instructional practice
  • Experience conducting program evaluations
  • Experience with quantitative and qualitative data tools, including Excel, R, Tableau, and MAXQDA
  • Knowledge and experience with implementation and improvement science principles
  • Ability to design flexible studies that meet the needs of program officers
  • Ability to conduct a literature review
  • Skill in assessing problems, interpreting and clarifying needs, and developing solutions
  • Skill in developing project and work plans

Compensation

The annual compensation for the position is $50,256–$65,928 per year and depends upon experience, educational background, and qualifications. Geographic differentials may be applied based on work location of successful candidate. Washington State offers a generous benefit package, including health, dental, and life insurance; retirement; and an optional deferred compensation program.
