Position Summary

Coordinates, supervises, and manages the planning, development, implementation and evaluation of special education services for students ages 5 to 21 to ensure students are provided a Free, Appropriate, Public, Education (FAPE) within a continuum framework in accordance with local, state, and federal laws, regulations, and policies. Collaborates with central office and school-based personnel to address the unique needs and circumstances of students with disabilities and provides evidence-based strategies and learning opportunities.
Essential Duties & Responsibilities

1. Coordinates and contributes to the planning, development, implementation and evaluation of specially designed instruction and programs, instructional activities, materials, and services and procedures designed for students with disabilities in alignment with the departments mission and vision.
2. Participates in school site visits to observe and evaluate teacher performance, teaching methods, and programs, and communicates actionable and timely feedback to school-based staff and central office staff.
3. Collaborates to design and implement professional development opportunities at the school-based and systems level and provides coaching with actionable feedback.
4. Collects and analyzes data from a variety of data sources to assist with strengths and needs assessment. Customizes school-based support, resources and services based on data analysis report. Monitors enrollment trends and recommends staffing allocation for K-12 schools.
5. Creates initiatives in compliance with local, state, and federal laws, regulations, and policies.
6. Establishes and implements systems and processes.
7. Collaborates to interpret and communicate programs, services, policy and procedures, and due process issues to other school systems, departments, families, external agencies, and the community.
8. Engages families and communities using a variety of strategies to promote positive relationships, resolves concerns, and supports growth of students with disabilities.
9. Monitors fiscal management and assists with budget preparation and grant applications for students with disabilities.
10. Participates in interviews, makes selection recommendations, counsels and assists in curricular related issues, conducts performance evaluations, and provides leadership and direction to assigned staff.
11. Performs other duties as assigned.

Education
Master’s degree in applicable field of education from a regionally accredited college or university.
Experience
Three (3) years of successful classroom teaching experience.
Knowledge, Skills, and Abilities
Demonstrated knowledge of special education law, specialized instruction, interdisciplinary service delivery, interventions/strategies to address the impact of identified disabilities, and supervision in the field of Special Education.
- Knowledge of current trends and research in field of specialization.
- Demonstrated ability to increase the knowledge and understanding of services, programs, policies and procedures, and due process issues to a diverse population.
- Demonstrated knowledge of data analysis, curriculum, instruction, assessment, building teacher capacity, and professional development delivery methods.
- Excellent written and oral communication and interpersonal skills.
- Demonstrated ability to make sound decisions and judgment.
- Knowledge of school organization, administration, and supervision.
- Strong leadership and management skills.
- Ability to create a positive environment that values, respects, and leverages all employee talents while providing fair advancement for all employees.
- Ability to effectively communicate with diverse communities and develop outreach strategies to encourage parental involvement in student learning.
- Demonstrated ability to effectively work and communicate with diverse populations.
- Ability to use instructional technology hardware such as document cameras, presenters, and SmartBoards etc.
- Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite-Word, Excel, Outlook, and/or PowerPoint preferred).
Licenses/Certifications
Hold or eligible for a Maryland State Department of Education (MSDE) Advanced Professional Certificate in Special Education or Special Education related services.
- Hold or eligible for Administrator I certification in accordance with MSDE.
- Possess a valid Motor Vehicle Operator’s license and have daily access to reliable transportation.
