DESCRIPTION

The purpose of this class is to receive calls for service and assistance from water utility customers, to dispatch personnel, to relay information to crews in the field, to monitor systems, alarms and cameras, and to maintain service logs. Reports to the Assistant Director, or other designated person. Works with co-workers, the public, utility locating services, and management, to provide operational support.

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Answers incoming calls from water utility customers, department personnel, other Consolidated Government personnel, government agencies, and others. Takes accurate description of problem/issue, address and other pertinent details. Determines nature and priority of calls.
  • Dispatches personnel to locations needing service. Operates two-way radio or console. Relays and confirms information, instructions and directives. Conducts follows up with callers as needed.
  • Monitors Supervisory Control and Data Acquisition (SCADA) systems, alarms and cameras for department facilities. Maintains water tank levels, reports alarms and dispatches personnel as needed.
  • Maintains accurate call logs, dispatch information and work orders. Enters updates and retrieves information from Department databases and verifies entries for accuracy and completeness.

MINIMUM REQUIREMENTS

Education: High School diploma or GED.

Experience:
Three (3) years of experience in utilities dispatch or control room monitoring.

Knowledge/Skills/Abilities:
  • Familiar with the operations of the distribution system.
  • Familiarity with Augusta-Richmond County and departmental policies and procedures.
  • Demonstrated ability to work independently and on multiple shifts for 24/7 utility operation.
  • Proficiency in dealing with the public, reading computer displayed SCADA system, and operating two-way radio.
  • Mastery of performing clerical functions and operating computer control systems.
  • Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

Certification:
None required, but water distribution or wastewater collection desired.

Licensing Requirements
: Possession of a valid driver’s license with good driving history. If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment.*** This position requires driving a county vehicle.***

  • Math: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.
  • Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
  • Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.
  • Physical Abilities: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
  • Sensory Requirements: Some tasks require the ability to communicate orally.
  • Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.

  • This position require staff call up in an emergency situation.
  • Travel from office to other locations required of this position.
