Job Description

YRCI does not enforce a vaccination requirement for our employees. For client-site positions, Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.

  • Acquisition Planning Activities.
    • Assist in developing acquisition plans using agency templates.
    • Recommend whether to use commercial or Government resources for acquisition of supplies or services.
  • Defining Requirement Activities, using the agency Acquisition Requirements Roadmap Tool (ARRT).
    • Assist in creating a Work Breakdown Structure (WBS) that depicts the hierarchical structure of services that the project will need or outcomes that will delivered for each requirement.
    • Assist in developing the requirement document (Performance Work Statement (PWS), Statement of Work (SOW), Statement of Objectives (SOO)) and QASP in the ARRT.
    • Assist in developing standards and Acceptable Quality Level (AQL) for critical tasks in the ARRT PWS (Standards shall tie back to the tasks).
    • Assist in developing project and task deliverables (task deliverables shall tie back to the tasks).
    • Review the exported requirement document (PWS, SOW, SOO) and QASP from the ARRT for sufficiency.
    • Interpret and write requirements in the form of a PWS, SOW, or SOO.
  • Market Research.
    • Provide Market Research support by identifying potential sources and existing contract vehicles.
    • Assist in the research and documentation of past purchases and current market value of products and/or services.
  • Cost Estimation.
    • Assist program office in developing Independent Government Cost Estimates (IGCE) corresponding to draft SOW and WBS as necessary, as exported from the ARRT.
Job Requirements
  • Minimum of 8 years Federal acquisition experience, preferably at a GS-14 level 1102 (or equivalency, working as a contractor perform 1102 type functions).
  • Minimum BA/BS
  • Demonstrate experience performing market research and related acquisition planning such as cost estimating and project planning, necessary in developing requirements into a coherent acquisition packages.
  • Knowledge and use of Federal Acquisition Regulation (FAR) required, with knowledge and use of Housing and Urban Development Acquisition Regulation (HUDAR) supplement a plus.
  • FAC-C/DAWIA certification as well as PMI Project Management Professional (PMP) certification preferred.
  • Proficient use in the use of the Microsoft suite of applications including Word, Excel, PowerPoint, Outlook.
  • Working knowledge of ARRT is a plus.
  • Position is at “NACI Public Trust” level, current Public Trust or higher desirable.
