The Building People, LLC, has a position open for a Contract Specialist with the Department of Energy’s Energy Information Administration (EIA). The Contract Specialist will assist with the acquisition and administration activities for a broad range of agency-wide contracts and acquisition vehicles. EIA’s contract portfolio includes, but is not limited to, procurement of subscriptions (and acquisition planning for new subscriptions), inter-agency agreements; simplified acquisitions, completing pre/post negotiation memorandums (PNM’s), contract/task order modifications, extensions, transition/ competition of task orders. The Contract Specialist shall provide support managing and utilizing diverse contractual instruments, possesses knowledge of statutory and regulatory changes, mastery of the FAR, and excellent customer service skills.
Tasks will include but are not limited to:

  • Provide assistance and support to develop, maintain, administer, and update financial information management databases and tools, including:

-Develop and manage tools and processes to track special initiative funding from allocation, to obligation, to costing
-Develop and maintain tools to track EIA’s Omnibus Procurement invoicing by labor category and activity
-Develop and maintain business intelligence tools for tracking financial metrics from the DOE corporate accounting system, such as obligations and costing by office and function, spending rates, spending projections, and project financial tracking
-Prepare reports that chart out monthly obligation and spending projections and actuals
-Develop and maintain custom reports from the DOE corporate payroll system for tracking the utilization of FTE resources by office
-Develop salary and benefit cost projections based on human capital onboard levels, estimated hiring, and estimated attrition
-Develop reports and processes to track pre-award planning and financial commitments entered in the DOE corporate procurement systems by office or function, and following these activities through budget execution
-Reconcile data from contractor invoicing, the DOE corporate accounting system, and DOE corporate procurement system, and the DOE corporate payroll system upon request

  • Interface with EIA SMEs and CORs to prepare acquisition materials in a timely manner
  • Identify requirements from the DOE Contract Officers and prepare and maintain checklists
  • Perform QA review to ensure CO requirements and EIA management needs are addressed
  • Submit procurement packages to DOE CO and interface with CORs to address requests
  • Develop tools and processes for tracking the status of pre-award acquisitions

Required Experience & Skills

  • Ten (10) years of direct supporting the federal acquisition processes, including assistance with all types of contracts (FFP, cost-reimbursement, and T&M)
  • Microsoft Office Suite

Preferred Experience & Skills

  • Extensive knowledge and experience working with and creating procurements using FAR Parts 6, 8, 10, 12, 13, 15, 16.5, 17, 19, 38, 39, 43.
  • Extensive experience with cost-reimbursement contracts.
  • Extensive experience with FAR 16.5 Indefinite-Delivery Contracts and ordering Task Orders.
  • Extensive experience creating procurements using various Government-wide Acquisition Contracts (GWACs) Vehicles, such as: GSA, NASA SEWP, and NIH-NITAAC
  • Acquisition management post award contract activities.
  • Cradle to grave contracting experience and Federal contract life cycle.
  • Extensive experience creating and administering contracts under Best-In-Class (BIC) Solutions.
  • Extensive experience creating and administering large contracts (valued over $50 million) specifically IT and support service contracts.
  • Extensive experience creating and administering data subscription purchase orders and subscriptions.
  • Strong interpersonal/social skills; proven staff officer/contractor support excellence.
  • Excellent oral and written communications skills, as well as proven ability to meet deadlines and perform under pressure in an uncertain environment.

Required Education

  • Bachelor’s degree from an accredited university (Education can be substituted with proven 2 to 5 years of specialized experience)
