The Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) is seeking dynamic, progressive candidates with a focus on delivering premier customer service with innovative ideas and solutions for the position of Contract Monitor (Administrative Officer III).
This position is responsible for monitoring the VEIP Contractor to ensure compliance with the contract and the goals of the Administration. The Contract Monitor is responsible for monitoring the Vehicle Emissions Inspection Program (VEIP) Contractor to ensure compliance with the contract and the goals of the Administration through data analysis. This position will develop, implement, and enforce new policies and procedures to adequately monitor the emissions contractor. This position communicates with the contractor regarding deficiencies found and oversees the course of action taken by the contractor. Additional duties include meeting with MBE officers and the contractor to ensure compliance.
This position will oversee station visits and workload of the VEIP office and make necessary changes as appropriate to keep up with advancements in technology and program changes. Reviews and analyzes monthly reports and assess liquidated damages when the contractor is not in compliance. Provides strategies, plans, and training for staff on monitoring the VEIP facilities and personnel. The current vacancy is located in Glen Burnie, Maryland (Anne Arundel County).
Qualifications
Minimum Qualifications
Education: Possession of a bachelor's degree from an accredited college or university.
Experience: Three (3) years of experience in administrative or professional work.One (1) year of experience monitoring the work of employees/contractors, to ensure adherence to contractual obligations and standard operating procedures.

- Additional experience as defined above may be substituted for the required education on a year-for-year basis.
- Additional graduate-level education at an accredited college or university may be substituted at the rate of 30 semester credit hours for the required experience on a year-for-year basis.
- Candidates may substitute U.S. Armed Forces military service experience involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations, or analysis of operational programs or procedures with recommendations for improvement on a year-for- year basis for the required education and experience.
