Position Summary/PositionUnder the direction of the Manager, Facilities – Projects, the Construction Project Manager will be responsible for managing large scale construction and building programs and projects through the full life cycle within the set timeline, budget, and specifications while achieving the intended benefits and outcomes. The position will work with senior leaders in Facilities and across the organization to ensure the initiatives are successfully implemented and benefits are obtained. The Construction Project Manager will be responsible for ensuring the initiatives are aligned to strategy, governed efficiently, critical stakeholders are engaged, core tactics are being developed and followed, Key Performance Indicators (KPIs) are created and monitored, and appropriate communications and documentation is completed. The position will provide expertise and knowledge to project/program management processes. The initiatives assigned for the Construction Project Manager will be high priority and mid-high complexity and will represent business objectives in support of enterprise-wide deployments and be able to communicate to broad groups of stakeholders including executives. Major Functions (Duties and Responsibilities)
1. Manages moderate to complex construction and building development programs involving IEHP facilities.
2. Provide research, analytical support, and project management in the areas of issue resolution, strategic projects, and configuration and processes that are in the best interest of stakeholder business units, while following and maintaining regulatory guidelines.
3. Manage large, high complexity, and high-risk construction and building issues and projects inclusive of business, regulatory, or technology deployments while adhering to project budgets and acquiring resources with agreements from functional areas, Third (3rd) party vendors, and consultants.
4. Coordinate, prepare, and monitor assigned Facilities Department construction and building projects, documentation, and report outs.
5. Manage contracts with external vendors on construction, building improvements or installing new equipment at IEHP Facilities to include planning and implementing specific initiatives, and managing the terms of each vendor service agreements.
6. Monitor ongoing work plans and initiatives to ensure that interventions are completed to mitigate risks and issues.
7. Manage building maintenance concerns and issues and develop teams for problem solving and resolution.
8. Determine program and procedure resources and requirements as determined by Facilities Department leadership and/or related to facilities operations.
9. Manage details for budgets needed and analysis for ad hoc construction and building projects or resolution as requested by senior leaders.
10. Collaborate and lead the development of Requests for Proposals (RFPs) for external services.
11. Provide clear lines of communication and a positive relationship with vendors throughout the life of the project or issue(s) to be resolved.
12. Develop and manage each program plan ensuring coordination, deliverables and alignment of interdependencies.
13. Balances schedule and scope within the construction program and re-negotiates with vendors as needed.
14. Responsible for accurate and timely reporting of status for assigned programs.
15. Engages with business partners/stakeholders in preparation of presenting construction and building project materials to key governance groups of specified project transition points.
16. Develops a quality assurance and measurement plan for each construction and building program. Major Functions (Duties and Responsibilities) Cont Supervisory Responsibilities Leading: Guides Others Experience Qualifications
Five (5) years of direct construction and building program management experience related to facilities operations. Application experience and knowledge of standard Project Management practices with ability to develop plans. Must have worked in a team-oriented and collaborative environment. Experience with project management software such as MS Project or Workfront required. Preferred Experience Education Qualifications
Bachelor’s degree from an accredited institution is required. Preferred Education
Master’s degree from an accredited institution preferred.
Professional Certification
PMP preferred. Professional Licenses Drivers License Required Yes, must have a valid California Driver's License. Knowledge Requirement
Must possess strong knowledge of project management and cross-organization coordination. Understanding of specific construction and building management operations is preferred. Skills Requirement

A reasonable salary expectation is between $91,000.00 and $116,022.40, based upon experience and internal equity.
