Brief Overview of Position:

Strategic Operational Solutions (STOPSO) is seeking candidates for a Senior Computer Systems Engineer role to support a federal client where we are focused on delivering innovative operations and solutions through proven successful methods. You must be comfortable in a challenging, collaborative, multi-tasking, dynamic, high-tempo, deadline-intensive environment with a flexible work schedule supporting multiple customers.

Description of Duties:

• Analyze science, engineering, business, and other data processing problems to implement and improve the Internal Revenue Service (IRS) computer systems
• Analyze user requirements, procedures, and problems to automate or improve existing systems and review computer system capabilities, workflow, and scheduling limitations
• Evaluate existing hardware and COTS software with the goal of driving the IRS toward a future state
• Support organization to analyze, prioritize, synthesize, visualize, research, study, and integrate content into iterative product standardization plan drafts with feedback from leadership and actively working with all Stakeholders across the organization to gain concurrence of alignment to IRS future state
• Provide a solid knowledge of common licensing associated with the use of OSS, including community governance and use, commercially managed services, and OSS alternative analysis (vs. COTS/GOTS)
• Utilize hands-on and in-depth knowledge of assessing COTS products and hardware in favor of other technologies
• Evaluate new IT Infrastructure technologies to increase mission effectiveness, reduce risk, prove value (technologies such as on-premise Infrastructure-as-a-Service (IaaS), Cloud ready technologies for inclusion in the architecture)
• Provide a synthesized view of the target state technology, infrastructure direction and path towards realizing a streamlined, standardized, and consolidated infrastructure portfolio

Education, Experience, and Security Requirements:

• Experience with authoring IT Strategic Technology Roadmaps and aligning to Organizational strategy
• Experienced in modern operating systems and programming environments and languages
• Experience with the use of Open-Source Software (OSS) in a governmental enterprise environment
• Ability to obtain and maintain a Public trust
• Expertise using mainstream office tools such as MS Excel (Functions and Automation), MS PowerPoint, MS Word and SharePoint
• Experience with IRS Business Domains, IT Investment Management Process Business-IT Strategic Alignment Process is highly desired
• Knowledge of IRS organizational structure and business processes is highly desired
• Knowledge of the IRS Integrated Modernization Business Plan 2.0 and the Modernized IRS Operations is highly desired
• Knowledge and subject matter expertise of the seven IRS Foundational Technology Focus Areas is highly desired
