Position Purpose:
The primary purpose of this position is to oversee and manage the operations of an ERS housing community in accordance with HUD and tax credit regulations ensuring that services and facilities are maintained in accordance with ERS’s standards, and that resident satisfaction remains at or exceeds ERS’s expected levels.
Essential Functions:
  • Assists with developing staffing plan, recruits, manages, develops and evaluates team members.
  • Markets the facility in our target area; maintains census and waitlist to ensure occupancy levels are maintained at budgeted levels. Manages the waitlist, to include processing applications and giving tours.
  • Verifies all staff time sheets in cooperation with HR payroll staff.
  • Assists in developing the annual budget for the Community and ensures that operations are maintained within that budget.
  • Ensures that monthly rent statements and other accounts receivables notifications are printed, verified, and distributed on a monthly basis as needed. Ensures the rent is collected, information is put into OneSite, and the payments are deposited in the bank in a timely manner.
  • Approves accounts payable in a timely manner so that vendors are paid by the due dates.
  • Interprets the Community’s policies and procedures for residents, family members and visitors. Enforces the rules and regulations. Follows Fair Housing Guidelines.
  • Ensures creation of monthly activity calendar and assists with activities as requested/needed. Creates agenda and leads a resident meeting every quarter.
  • Develops and maintains relationships with local government officials and community groups.
  • Completes Recertification, Tax Credit TICS and Apartment inspections on time. Submits HAP requests on time.
  • Assists in collecting and completing incident reports.
  • Forms and supports a Resident Council.
  • Supports a wellness environment in the Community
  • Orders and maintains necessary supplies within budget
  • Keeps informed and updated on all HUD and tax credit, vouchers and public housing regulations and policies and ensures that all residents comply with the lease, house rules, pet rules and all other policies of the Community in accordance with HUD/Tax Credit/CMHA regulations.
  • Provides outstanding customer service to all customers in accordance with ERS’s expectations and values. Takes ownership for the resolution of any concerns presented or observed.
  • As an ERS team member, upholds the philosophy of Person-Centered Care while performing duties; whenever possible acts to restore and/or provide Purpose, Choice and Freedom to our residents.
  • Adheres to all of ERS’s policies and procedures including our safety and Corporate Compliance programs.
Minimum Qualifications:
  • Must have, as a minimum, two years of experience in a similar position.
  • Knowledge of HUD and tax credit regulations preferred.
  • Must be willing to work flexible hours.
  • Must support team and process base organizational culture.
  • Must be able to read, write, and communicate effectively in the English language.
  • Must present the ability to deal tactfully with personnel, residents, family members, visitors, government agencies/personnel, and the general public.
  • Must present leadership ability and the willingness to work harmoniously with and supervise personnel.
  • Must be able to see and hear or use prosthetics that will enable these senses to function adequately to ensure that the essential functions of the position can be fully met.
