About This Opportunity

The City of Wilmington Community Development and Housing Division (CDAH) supports initiatives to provide opportunities to low-to-moderate income residents and neighborhoods. The CDAH promotes neighborhood preservation and revitalization to ensure a place for everyone in the City of Wilmington. We work with lenders, developers, builders, community organizations and residents to improve the quality and availability of affordable housing within the city. We support non-profit organizations to offer programs and services to improve the quality of life of residents within the city and to address inequities in available resources for youth, victims of abuse, unsheltered, elderly, disabled, underemployed and others. Our team is committed to quality service for all residents.

The purpose of this position is to assist the Community Development Division with housing and other community development initiatives. The Community Development Specialist is expected to perform administrative tasks associated with the City's housing and human services grants programs. Housing programs include, but are not limited to, lead hazard reduction, owner-occupied housing rehabilitation, Home Ownership Pool, and Rental Rehabilitation Incentive Loan. The position requires interaction with community residents seeking assistance and information about housing and other community development programs, including grants. Additionally, the position will communicate and collaborate with various community agencies, nonprofits, and for-profit businesses including contractors, banks, and government agencies.

Typical Tasks

Assist in Processing Loans – Homeownership Opportunities Pool (HOP), Owner-occupied Housing Rehab, Rental Incentive : prescreening applicants for loan programs; taking applications; sending out Verifications (Employment, Rent); ordering Appraisals; ordering Credit Reports; following up with attorneys to ensure receipt of all documentation; assembling files to turn in to finance; entering data into multiple systems, maintaining spreadsheets and compiling program data as necessary; maintaining loan records and files as required by HUD and City regulations.

Assist in administering contracts/funding agreements with outside agencies : Receive request for reimbursement/draws from contracted agencies, review and submit draws for approval, process payments; receive progress and performance reports from contracted agencies, review information, compile data, prepare reports; request and compile legal, insurance, financial and other required documents required from outside agencies to prepare funding agreement/contract; provide technical assistance to funded agencies as needed or refers to Community Development Administration and Housing (CDAH) colleagues as appropriate.

Assist with preparation of Annual Action Plan and Consolidated Annual Performance Evaluation Report (CAPER): prepare tables, graphs, photos summarizing data compiled from progress reports and other information compiled; proof and edit documents and reports; coordinate collection of information to be included in reports; prepare power points, brochures, newsletters, and other presentation materials; set-up activities in Integrated Disbursement and Information System (IDIS).

Assists with the planning and advertising of events, workshops, and briefings to build awareness of housing and community development among general public and targeted populations. Attends professional conferences and workshops.

Qualifications

Required Qualifications

Education: Associate's degree or higher in Business Administration, Public Administration, Public Health, Social Work or another closely related field of study.

Experience: Minimum one year of professional experience in community development programs, residential mortgage, construction, or real estate.

Other Requirements: Valid Driver's License. Ability to communicate with diverse audience, including citizens, colleagues, and contractors.


Preferred Qualifications

  • Bachelor's degree or higher in Public Administration, Business Administration or closely related field.

  • Professional experience with Community Development Block Grant or other federal fund contracting and reporting is desired.

  • Experience in mortgage origination and loan processing.
  • Knowledge of the principles and practices involved in housing development and finance, and community development.

  • Knowledge of geographical, political, and socio-economic conditions of the City of Wilmington and surrounding area.
  • Skill in the use of computer word processing, spreadsheet, database, presentation, and publishing software.
  • Ability to establish and maintain effective working relationships with a variety of people from different backgrounds, including non-profit agency staff, property owners, developers, contractors, and the general public.


Notes: Driving and criminal history checks are required for the selected candidate. Selected candidate will also be required to complete a post-offer drug screen.

PHYSICAL DEMANDS: Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time.

WORKING CONDITIONS: This position generally requires work in an office setting


Health Benefits are offered to employees working at least 30 hours per week.

Health Insurance - The City offers two options for health coverage: a standard PPO plan and a High Deductible Health Plan with an associated Health Savings Account. Coverage becomes effective the first day of the month following 30 days of employment for employees and their eligible dependents. Both you and the City contribute to the overall cost of coverage.
Dental Insurance - Coverage becomes effective the first day of the month following 30 days of employment. Employees, their spouse and dependent children are eligible for coverage.

Life Insurance - The city pays to provide coverage valued at one times your annual salary. Supplemental insurance is available for employees to purchase. Optional coverage for dependents is also available for purchase.

Retirement:
- NC Local Government Retirement System - All benefits eligible employees make a mandatory 6% contribution every pay period.

  • Deferred Compensation – The city contributes an amount equal to 4.5% of the annual salary to either the 401(k) or 457 plans regardless of employee contribution. Employees may choose to contribute additional money to the deferred compensation plans, without a match from the City, within the IRS guidelines.
Paid Leave (offered to employees working at least 1,000 hours annually*):
- Sick Leave - 12 days accrued each year
- Annual Leave - Accrual based on years of service and classification. Employees can earn from 10 to 24 days each year.
- Holidays - 12 paid holidays annually
- Paid Parental Leave - Six weeks of paid leave for the birth, adoption or placement of a child (must run concurrently with FMLA).

  • Part-Time Employees will earn paid leave benefits on a pro-rated basis.

Note: The City of Wilmington is on a bi-weekly pay cycle. New employees should expect to recieve their first paycheck approximately 3 weeks after their start date.
