Minnehaha County is accepting applications for a Commission Administrative Officer to directly support the Board of County Commissioners in the administration of Minnehaha County government. Our full-time leadership team includes five elected officials and twelve appointed department heads who lead more than 600 full and part time staff over 17 departments. This is an appointed position; the incumbent serves at the pleasure of the Board of County Commissioners pursuant to SDCL 7-8-20.
We are looking for a proven community leader who is passionate about creating organizational excellence in local government. The individual selected will serve as a strategic visionary with the enthusiasm and perseverance to navigate a complex landscape to ensure the Commission's policies, procedures, and programs are successfully implemented.

The hiring range is $4,696.80 - $5,185.60 biweekly with a full earning potential of $6,803.20 biweekly. Appointment above the hiring range is dependent on qualifications and experience. This position has a comprehensive benefits package including paid holidays, generous Paid Time Off program, extended sick leave, retirement plan through the South Dakota Retirement System, an optional supplemental retirement program, and health, dental, and life insurance.

Advise and support a five-member, part-time Board of County Commissioners in the leadership of county government. Implement long-range and short-range planning systems and processes for overall county operations. Collaborate with department heads to coordinate and direct programs.
Develop and maintain business relationships with individual legislators to provide information to advance county legislative agenda. Serve as legislative lobbyist. Prepare legislation for consideration. Testify before legislative committees.
Represent the commissioners at meetings with other government entities. Present at public speaking engagements to provide information about county government operations. Represent the Commission in labor relations and contract negotiations. Assist in the preparation and review of county contracts for goods and services.
Coordinate with the Commission and County Auditor in preparation and review of county budgets. Organize budget hearings and monitor budget on a continuing basis. Oversee the preparation of ordinances, resolutions, briefing memorandums and other information for the meeting agenda.
Supervise Minnehaha County Commission Office staff.
A bachelor's degree and five years of increasingly responsible experience in public administration, business, or closely related field. Ability to develop and negotiate collaborative relationships with local, regional, and national stakeholders to advance county legislative agendas. Demonstrated leadership, public sector finance knowledge, and project management experience and an MBA or JD preferred. The successful candidate will be a transformational leader committed to the continuous improvement of government operations and the services we provide to our growing community.

Health/Prescription - Minnehaha County's health benefit plan offers low deductibles with two network options for coverage: Avera or Sanford. The county pays for 75% of the premium rates. Pharmacy benefits included.
Dental - Minnehaha County offers dental insurance through Delta Dental which covers 100% of diagnostic and preventative services.
Life Insurance - Minnehaha County provides a $15,000 basic life insurance policy for every full-time employee along with and additional $15,000 accidental death and dismemberment (AD&D) benefit. Additional term life insurance and AD&D may be purchased by employees for themselves and dependents through payroll deduction.
Retirement
Retirement Plan - Minnehaha County participates in the South Dakota Retirement System. Employees receive a 6% match (8% for certified law enforcement). Other SDRS benefits include long term disability. Employees are vested after 3 years of continuous employment.
Deferred Compensation Plan - Employees may choose to save additional funds toward retirement on a pre-tax or after-tax (Roth IRA) basis through our supplemental retirement program.
Paid Time Off
Paid Time Off - approximately 168 hours (21 days) per year
Holiday Leave - 11 days per calendar year
Extended Sick Leave - approximately 48 hours (6 days) per year
