General Description
Essential Functions
Responds to public health, safety, and welfare complaints by performing on-site code enforcement administration of the Neighborhood Preservation Ordinance, Refuse Code, Fire Protection and Prevention Code, Sign Code, Peddlers' Ordinance, and provisions of the Unified Development Code.
Answers inquiries regarding code and zoning regulations, potential violation, fire and safety hazards, and abatement procedures. Advises property owners of violations of specific codes and action necessary to comply; seeks voluntary compliance.
Identifies violations and makes findings; issues warnings, notices of violation, notices to abate, and citations.
Maintains case management on all enforcement efforts; records all inspections and follow-ups. Compiles detailed reports, correspondence, notes, photographs, and other evidence that may be used in legal proceedings.
Consults with prosecutors and prepares case reports for court action; makes court appearances and provides testimony regarding code violations and enforcement actions taken.
Conducts computer research for property ownership, legal descriptions, issuance of permits, and map guides.
Provides public outreach services and education to citizens, businesses, and neighborhood associations.
Minimum Qualifications
Minimum Education Level & Type: 6 months post High School
Minimum Experience Qualifications: At least 3 years of code enforcement or inspections involving investigating and interpreting code and ordinance violations in any of the following areas: Zoning and land use, residential and commercial structures, public nuisances, fire code and prevention, or signage.
Valid and Unrestricted Class D - Driver's License
Preferred Qualifications
The ideal candidate will possess the above minimum qualifications as well as relevant knowledge, experience and certification listed below:
- Interpret related codes and ordinance
- Experience using Geographic Information System (GIS)
- Knowledge of the following: national electrical code, international building code, international residential code, international plumbing code, international mechanical code international heating, ventilation and cooling code
- Knowledge of the following: civil, zoning, environmental and building code ordinances, standards, and related principles.
Certifications:
- CELA level I or II certification AACE
- Certified Property Maintenance and Housing Inspector or Zoning Inspector
- ICC Certifications
Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in a Written Exam and a Panel Board Interview.
Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:
- 5% of rating for education and work experience
- 15% of written exam
- 80% of panel board interview
Hiring interviews may be conducted.
This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months. Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List. If you qualify for preference points as outlined in the Employment Profile, you must upload your documentation as part of the application process or email it to EGSD_HR@tucsonaz.gov. The DD 214 must be a copy that indicates characterization of service.
