Job Summary

Responsibility for planning, supervising and directing the County's Code Enforcement Division, including investigation of non-permitted and environmental complaints, and enforcement with rules and regulations related to building and land use codes, permits and licenses; investigates citizen complaints. This position exercises considerable discretion and administrative latitude, subject to controlling legal requirements, departmental policies and program objectives.

Coordinates, directs, and supervises the overall operations and all work activities of the Code Enforcement Division.

Directly supervises the Code Enforcement Officer and Code Enforcement Tech; issuing instructions and assigning duties; reviewing work; and conducting performance evaluations.

Investigates and resolves complaints and violations with complainant or violators.

Investigates citizens Code Enforcement Division complaints.

Issues summons, citations, warnings and prepare information for presentation to the appropriate authority.

Maintains records of complaints, violations, rechecks, and dispositions, performing follow up on all complaints and violations until resolved.

Coordinates services with other County Departments.

Maintains statistical data related to Code Enforcement performance.

Coordinates with County Attorney Office to ensure legal requirements are followed.

Identify priorities for the Code Enforcement Division.

Develop and maintain a Standard Operating Procedure for the Code Enforcement Division.

Identify and seek out needed training for the Code Enforcement Division.

Work with Community Development Director, Building & Code Enforcement Manager and the County Attorney’s Office to identify Ordinances that may need updated or developed.

Coordinates with other agencies so as to further enforce all county code compliance efforts.

Presents evidence and testimony to La Plata County BoCC.

Performs other related duties as assigned.

Minimum Qualifications Required

Education and Experience:

Graduation from high school or possession of an acceptable equivalency diploma. Bachelor Degree preferred; and,

Minimum of four (4) years' experience working with the public in code enforcement, regulatory enforcement, investigative work, complaint processing or other related fields; and,

Minimum of two (2) years' experience supervising and managing employees in a similar work environment.

Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Licenses and Certifications:

Valid State Driver's License.

Knowledge, Skills and Abilities

Knowledge of:

Local, state, and federal legal requirements, codes and regulations applicable to the inspection of buildings, appurtenances, grading, stormwater management, and related improvements. Construction methods and procedures. The organization and function of agencies involved in the construction and inspection process. The principles and practices of supervision.
Computer applications related to the work.

Skill in:

The interpretation of complex plans, diagrams, blueprints and specifications. Analyzing problems related to the building inspection process and in negotiating effective solutions.

Public speaking.

Planning, organizing, assigning, directing, reviewing and evaluating the work of staff.

Selecting and motivating staff and providing for their training and professional development.

Using tact, discretion, initiative and independent judgment within established guidelines.

Organizing work, setting priorities, meeting critical deadlines, and following up assignments with a minimum of direction.

Preparing clear and concise reports, correspondence and other written materials.

Applying logical thinking to solve problems or accomplish tasks; to understand, interpret and communicate complicated policies, procedures and protocols.

Communicating clearly and effectively, orally and in writing.

Analyzing and resolving office administrative situations and problems.

Researching, compiling, and summarizing a variety of informational and statistical data and materials.

Communicating orally with internal staff, citizens, and other departmental staff in order to give and receive information in a courteous manner.

Ability to:

Ability to plan, direct and coordinate the work of subordinate staff.

Ability to enforce and interpret regulations in accordance with appropriate codes and regulations.
Ability to define problems, collect data, establish facts and draw valid conclusions.

Ability to read, analyze and interpret professional periodicals and journals, technical procedures and government regulations.

Ability to deal with problems and stressful situations involving several variables in changing situations.

Ability to speak effectively before public groups and respond to questions.

Ability to communicate effectively and establish and maintain effective working relationships with county officials and employees, contractors, architects, property owners, and the public.

Ability to follow oral and written instructions.

Ability to write routine reports and correspondence.
