Civil Project Manager:
POSITION SUMMARY
The Project Manager leads cross functional project teams managing projects with varying degrees of complexity, principally, but not limited to, the planning and design of water and sewer replacement and rehabilitation projects. Project team membership will be functionally diverse, reflecting the intent and objectives of individual projects. This employee works under general direction of the Unit Coordinator with wide latitude for independent judgment and decisions in the execution of a broad range of difficult project management assignments.
PRINCIPAL RESPONSIBILITIES AND TASKS

ESSENTIAL FUNCTIONS
- Leads a team managing complex planning and design of pipeline projects such as
development of plans for water/sewer replacement/rehabilitation projects; sewer rehabilitation projects associated with the requirements of the Sanitary Sewer Overflow (SSO) Consent Decree;
- Responsible for overseeing compliance with the requirements of the Sanitary Sewer Overflow (SSO) Consent Decree and assuring that reporting requirements are met;
- Prepares detailed plans and specifications for water/sewer replacement/ rehabilitation projects;
- Consults and works with team members from other internal departments in the administration of consultant and architect/engineer (A/E) and construction contracts;
- Develops plans for pipeline rehabilitation projects;
- Supervises and participates in project design;
- Prepares and/or supervises preparation of detailed plans and specifications;
- Supervises the designing of a variety of water and sewer rehabilitation projects;
- Prepares or supervises preparations of bid-ready specifications for use in purchasing, engineering and construction;
- Serves as the Commission project representative equivalent to consultant’s or contractor’s Project Manager;
- Reviews Commission standards and specifications for adequacy and clarity;
- Oversees the work of design consultants, Associate Project Managers, Contract Managers and other support staff both on specific project assignments and in general monitoring and tutorial roles;
- Consults with and advises management regarding problems encountered during construction of projects;
- Attends final inspections and recommends acceptance or rejection of completed work;
- Prepares contract change orders and time extensions;
- Reviews and approves monthly and final payments for contractors and vendors;
- Prepares periodic comprehensive reports of activities;
- Prepares and/or monitors project schedules using CPM, Bar Chart or other methods.
- Oversees the work of Associate Project Managers and support staff both on specific project assignments and in general mentoring and tutorial roles.
OTHER FUNCTIONS
- Assists in the development of the Capital Improvement Program as well as Group and other budgets;
- Assists Lead Project Managers on larger projects;
- Participates in the planning of WSSC’s multi-year Consent Decree Program and Utility Master Plan;
- May function as the Unit Coordinator in his/her absence;
- Performs other related duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, & ABILITIES
- Comprehensive knowledge of the principles and practices of project management, and associated organizational management systems;
- Ability to organize and lead cross functional project teams;
- Ability to interpret construction plans;
- Ability to use good operational and engineering judgment;
- Ability to work under limited supervision and be a self-starter;
- Ability to establish and maintain effective working relationships with employees, customers, contractors, other stake holders;
- Ability to review and prepare written reports and to communicate effectively both orally and in writing;
- Ability to maintain project team focus and effective structure including the development of a strategic project management plan encompassing schedule, budgetary, contractual, human resources and stakeholder elements;
- Must possess the knowledge and skills required to effectively interact with stake holders such as residents, elected officials, county agencies, and internal staff;
- Demonstrated team building, group leadership, project management and oral and written communication skills.
MINIMUM EDUCATION & EXPERIENCE REQUIREMENTS
- Bachelor’s degree in Civil, Sanitary or Environmental Engineering, and 3 years of
progressively responsible project management experience.
ADDITIONAL REQUIREMENTS
- Completion of the Washington Suburban Sanitary Commission Financial Disclosure statement within 30 days of employment and annually thereafter.
PREFERENCE(S)
- Registration as a Professional Engineer in the State of Maryland.

Pay: $44.00 - $48.00 per hour
